On behalf of the Regional Focal Point for Latin America and the Caribbean of the International Science Council (ISC RFP-LAC), and in alignment with our shared global commitment to science as a universal public good, we address you at a moment that demands deep human empathy, ethical responsibility, and solidarity.
In adherence to the ISC’s core values, we express our profound sorrow and grave concern over the ongoing geopolitical conflicts, the tragic loss of civilian lives, the forced displacement of families, and the systemic damage inflicted upon the social and academic fabric of affected communities.
We particularly express our deep solidarity with the scientific community of Ukraine, recalling that attacks on knowledge infrastructure and the forced displacement of academics represent a grave setback for humanity's scientific progress.
Rooted in the identity and heritage of Latin America and the Caribbean, a region with an enduring tradition of peace, resilience, solidarity, and respect for international law, we reaffirm that social, cultural, and scientific progress is indivisible from the respect for human dignity. Our region recognizes that protecting civilian life and promoting peaceful coexistence are essential conditions for the advancement of knowledge.
We join our voices in reaffirming the following fundamental principles:
1. Protection of Civilian Life: We reaffirm the importance of protecting civilian life and human dignity in all circumstances.
2. Inviolability of Academic and Scientific Institutions: Universities, research institutions, and laboratories are spaces of learning, critical inquiry, dialogue, and international scientific cooperation. Protecting scientific infrastructure, academic freedom, and the continuity of scientific work is essential to preserving knowledge and supporting the long-term recovery and resilience of affected societies. Even in times of conflict, maintaining channels for scientific dialogue and collaboration can contribute to preserving connections among scientific communities and advancing shared global knowledge.
3. Safeguarding the Rights to Education, Science, and a Dignified Life: Science is not a luxury; it is a fundamental human right and an indispensable tool for peace, sustainable development, and social justice. Protecting the free exercise of scientific inquiry, education, and open thought is an imperative duty toward present and future generations.
Latin America and the Caribbean understand the transformative power of science in navigating adversity and the vital importance of upholding scientific freedom and responsibility. By fully aligning with the stance of the International Science Council, we reaffirm our shared conviction that ethical responsibility and human compassion must always prevail over conflict and division.
We invite the regional and international scientific community to remain united in supporting human dignity, scientific freedom, and the continuity of scientific endeavours worldwide.
