At the recently concluded Bonn Climate Change Conference (SB64), held on 18 June 2026, the DRC Climate Change Network presented its proposal for a Universal Legally Binding 1% Tax for a Just Energy Transition.

The proposal, championed by Mr. Appolinaire Zagabe, Regional Director of PEPA, introduces an innovative financing mechanism designed to ensure that the global shift toward clean energy also delivers justice for communities affected by mineral extraction and resource exploitation.

At the centre of this initiative is the creation of a Community Global Fund for Energy Transition, financed through a universal 1% tax on energy-transition and mineral-based products. This fund would directly support climate adaptation, community development, environmental restoration, and youth-led climate solutions in vulnerable regions.

Mr. Zagabe emphasized that as the world accelerates the transition to clean energy, justice, transparency, and accountability must remain at the heart of the process. Through digital traceability systems, artificial intelligence, and youth innovation, the initiative aims to strengthen mineral supply-chain monitoring, improve revenue transparency, and measure real community impact.

This proposed mechanism has the potential to generate significant annual resources and create a fairer global financing model—one that ensures that communities at the source of critical minerals are not left behind in the green economy.

PEPA was present at the Bridging Finance , AI, Supply Chains and Intergenerational Approaches to Digital Climate Resilience webinar earlier today .
Discussion highlighted how AI, digital traceability, and youth innovation can improve transparency across mineral supply chains, strengthen accountability, and ensure that the benefits of the green transition reach local communities.
We were kin on the aspect of “fairness of the global energy transition and inclusiveness”. While critical minerals power clean technologies, communities in extraction should be protected and invested in, because these zones often bear the environmental, social, and economic costs. The call to move beyond dialogue and build a true global coalition for climate justice was inspiringly the best message PEPA took away from today’s program.

The proposed Universal Legally Binding 1% Tax on products linked to critical and transitional minerals offers a bold yet practical approach to financing a just energy transition. As the world accelerates the shift to clean energy, communities that bear the environmental and social costs of mineral extraction deserve a fair share of the benefits.

Real change will require strong partnerships, collective action, and a commitment to ensuring that climate solutions are both sustainable and equitable. The time has come to move from conversations to implementation.

As climate challenges grow more urgent, innovative solutions are becoming essential. Artificial Intelligence is helping communities predict extreme weather events, monitor environmental changes, and make smarter decisions for a more sustainable future.

At PEPA – Actions of Hope Cameroon, we recognize the potential of AI as a tool for climate justice. By exploring digital technologies and data-driven approaches, we aim to strengthen climate awareness, support community resilience, improve environmental monitoring, and amplify the voices of vulnerable populations most affected by climate change.

By volunteering, sharing local knowledge, participating in projects, and holding leaders accountable, community members become active drivers of development rather than passive beneficiaries.

It was our pleasure to participate in a highly insightful and informative webinar on building climate resilience and advancing local-level climate action across Africa. The discussions highlighted practical approaches to strengthening national resilience, mobilizing climate finance, and ensuring that local communities are at the center of climate solutions.

My sincere appreciation goes to the organizers and partners, including the African Climate Foundation, PACJA, TrustAfrica, LIFE-AR, and Tax Justice Network Africa, for creating such an engaging platform for knowledge sharing and collaboration. The expertise shared by the speakers provided valuable lessons and inspiration for climate practitioners across the continent.

🟣 **Femicide in Cameroon: A Call for Urgent Action**

Femicide is a tragic reality that continues to affect communities across Cameroon. Behind every case is a daughter, mother, sister, friend, or colleague whose life was cut short by violence.

Many cases are caused by domestic violence, harmful gender norms, and unequal power relations. These deaths could have been prevented yet they continue to occur due to silence, stigma, and inadequate protection for those at risk.

PEPA is taking steps to create stronger community awareness, early intervention, support services for survivors of gender-based violence, and collective action from families, communities, institutions, and policymakers. And this cannot be possible without your support and donations.

We must speak out, challenge harmful attitudes, and create safe environments where women and girls can thrive.

A society that protects women protects its future.
