STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE 36th INTERNATIONAL DAY OF OLDER PERSONS

1 October 2026

Theme: The Age of Longevity: Rethinking Systems for Longer Lives

The Commission bears in mind that the accelerated ageing of the population and increased life expectancy constitute major demographic transformations that call for structural adaptation of public policies, social protection systems, healthcare provision, urban infrastructure and mechanisms promoting the active inclusion of older persons.

The Commission warmly welcomes the theme of the 36th edition of the International Day of Older Persons (IDOP), namely The Age of Longevity: Rethinking Systems for Longer Lives, a theme that calls on Governments to restructure public policies, particularly those relating to healthcare, social protection, care organisation and financing, employment and lifelong learning, so that advances in medicine and development translate into additional years of life lived in dignity, good health and autonomy, in a secure environment, while contributing to strengthening intergenerational solidarity.

The Commission commends the efforts made by public authorities and their partners to adapt national public policies to the requirements of demographic transition, characterised by the gradual shift from a situation of high birth and mortality rates to that of low birth and mortality rates, including through the strengthening of social protection, improved access to healthcare tailored to the needs of older persons, and preserving the functional autonomy of the elderly, through the organisation of a Community Advocacy and Experience-Sharing Forum, on 7 April 2026 in Yaoundé, to mark the World Health Day, under the coordination of Dr Laure Ciaffi and the patronage of the Minister of Public Health (MINSANTE). This forum was simultaneously initiated in Cameroon and Senegal in 2020 by the team of the projet interpays VIHeillir. This Forum enabled the formulation of proposals to improve the quality of life of older persons, including those living with human Immunodeficiency Virus (HIV) or with chronic diseases as well as enhance the care provided persons aged over 60 years, by advocating for their inclusion in Universal Health Coverage (UHC) and the establishment of subsidised care packages tailored to the needs of older persons.

The Commission remains deeply concerned about the inadequate adaptation of equipment and expertise in certain health facilities the health needs of older people, especially with regard to prevention, chronic disease management, palliative care, and community-based follow-up.

The Commission emphasises that corruption and the misappropriation of public properties directly undermine the effective exercise of the rights of older persons, as they reduce the resources allocated to healthcare and social protection infrastructure, which limits the availability and quality of healthcare provided to older persons. Corruption and the misappropriation of public properties effectively exacerbate age-related vulnerability, especially when access to basic healthcare or the legitimate receipt of a retirement pension subject to demands for preferential treatment or illicit payments (petty corruption at service counters), which may exclude the most disadvantaged older persons from essential services.

The Commission reiterates in its previous statement of 1 October 2025 to mark the 35th International Day of Older Persons (IDOP), in particular that the Ministry of Youth Affairs and Civic Education (MINJEC) in collaboration with the Ministry of Social Affairs (MINAS) should strengthen the participation of older persons in volunteering programmes, while respecting their freedom of choice, building on the “Projet Volontariat Sénior” already mentioned in the 2025 Statement, to harness their experience in civic education, knowledge transfer or community support, in accordance with their interests and abilities.

The Commission specifically recommends that the Ministry of Public Health (MINSANTE), the Ministry of Social Affairs (MINAS) and the Ministry of Labour and Social Security (MINTSS) should accelerate the operational integration into Universal Health Coverage (UHC) of an appropriate package of care services adapted to the needs of older persons, ensuring regular screening for chronic diseases, access to mental health services for older persons, as well as access to palliative care and community-based medical services, in accordance with their free consent.

The Commission specifically recommends that the Ministry of Posts and Telecommunications (MINPOSTEL), the National Agency for Information and Communication Technologies (ANTIC) and the Ministry of Social Affairs (MINAS) should develop and implement a national digital literacy and inclusion plan for older persons, incorporating the development of simplified interfaces, training in commonly used technologies and awareness-raising on the risks of online scams, while guaranteeing – in coordination with the relevant administrative bodies and service providers – that non-digital means of access to all essential administrative and financial services remain available including through dedicated physical service points, as well as providing human assistance in using digital services.

DÉCLARATION DE LA COMMISSION DES DROITS DE L’HOMME DU CAMEROUN À L’OCCASION DE LA 36e ÉDITION DE LA JOURNÉE INTERNATIONALE DES PERSONNES ÂGÉES

1er octobre 2026

STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE INTERNATIONAL DAY FOR UNIVERSAL ACCESS TO INFORMATION

28 September 2026

Theme : Upholding Information Integrity in the Digital Age: The role of access to information in addressing information disorder

The Commission recalls that as early as 2002, the idea of dedicating an international day to promote _Universal Access to Information_ emerged decisively on the African continent, where the civil society was advocating for the official recognition of the right to information, giving rise to a unifying movement that led to the adoption of the _Declaration of the African Platform on Access to Information_ (hereinafter referred to as the APAI Declaration), adopted on 19 September 2011 in Cape Town (South Africa), during the Pan-African Conference on Access to Information, which had started two days earlier.

The Commission warmly welcomes the theme chosen by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) for this 11th edition of the International Day for Universal Access to Information, namely, _Upholding Information Integrity in the Digital Age: The role of access to information in addressing information disorder,_ a theme which highlights the importance of timely and reliable access to information to prevent disinformation and other forms of information disorder in the digital age.

The Commission commends the efforts made by public authorities and their partners to promote access to reliable information and prevent the dissemination of false information, notably through the ongoing implementation of the _National Community Radio Expansion Programme_ , with the support of United Nations Educational, Scientific and Cultural Organisation (UNESCO), which provides for the establishment of 40 additional community radio stations by 2030 in addition to the 40 community radio stations already created and functional, to improve access to information in underserved areas and to all indigenous peoples through programmes broadcast in their native languages.

The Commission recalls that its specialised libraries on human and peoples’ rights, located at its Head Office and Regional Branches, are open to the public, including researchers. They provide access to the Commission’s reports, compendiums of its statements and press releases, publications of the Office of the United Nations High Commissioner for Human Rights, national legislation, hundreds of books, as well as extensive documentation on the prevention of torture.

The Commission notes that despite the efforts made by the Government and its partners, challenges persist in ensuring universal, equitable and effective access to information in the digital age; such challenges, compounded by the increasing circulation of false or manipulated information in the digital environment, may undermine citizens’ ability to access reliable information and participate in public life in an informed manner.

The Commission remains concerned about the persistent lack of proactive transparency within several public administrations, whose reluctance or delays in communicating official information and real-time open data create harmful information vacuum, which quickly fuels speculation and the spread of rumours online.

The Commission specifically recommends that the the Ministry of Communication (MINCOM) should continue the process of finalising the general legislative framework on universal access to information and submit the corresponding bill to Parliament, while ensuring that it provides for the publication of information of public interest, including the disclosure of official information without prior request, establishes clear procedures for accessing information, provides for strictly defined exceptions and guarantees effective redress.

The Commission notes that, of the 220 recommendations accepted by the State following the adoption of the _Report of Cameroon_ after undergoing the fourth Cycle of the Universal Periodic Review (UPR) on 26 March 2024, two are consistent with the theme of _International Day for Universal Access to Information_ ; they are reproduced in today's statement by the Cameroon Human Rights Commission (CHRC), after being disseminated by the country's National Human Rights Institution (NHRI) to the relevant State structures, each as far as it is concerned.

The Commission welcomes the actions taken by the competent authorities , each within the scope of its mandate, to regulate and develop the national digital space, including those of the Ministry of Posts and Telecommunications (MINPOSTEL), which actively promotes digital accessibility, as illustrated in 2026 by the organisation of the 5th Digital Innovation Week, at the end of which the InReach project, designed to make Internet and media content accessible to deaf and hard-of-hearing persons, received the Special Prize of the President of the Republic on 31 July 2026 in Yaounde.
