I. PROJECT JUSTIFICATION
At least 80% of our informal sector is the agric sector, which in fact accounts for the private sector. Despite the diversity in Cameroon’s geo – climatic configuration, and her agricultural potential, Cameroon’s agric sector is undeveloped, plagued and handicapped by static colonial policies and programmes. There is therefore need for a revolution, a complete overhauling of existent policies and programmes. Current programmes, designed over a century ago where intended to provide cheap production, and assure the exportation of crops in their raw state! Infrastructures, financial and marketing options all favour exportation of raw crops, thus transferring industrialization and the creation of jobs abroad. It is only within the value chain that profit and wealth are created. Crop prices are determined and imposed by multinationals who indirectly own plantations and related infrastructures. Our private sector is the informal sector, the small holder of less than ½ ha (0.5 ha), the small scale farmer forced to subsistence farming on hill sides, the village woman! There are no farm to village roads, no pre financing options for farmers. (The hundreds of micro finance institutions created everywhere to serve this purpose, gradually develop into commercial banks, and then go bankrupt) Our educational system is not designed to prepare the youths for the current job markets, or current challenges (in agriculture or food technology). Our syllabuses are imported while education is mostly theoretical and diploma oriented. The head of state’s entourage are either non-patriotic or lack the ability to help him assure fruition of his visions. There is wide scale corruption, tribalism and nepotism.
