Following a regional consultation on UNSCR 1325 organises by GIZ African Union, RAGJ reflects on a key message: the challenge is no longer adopting National Action Plans, but making them work in practice.

Through our work in over 420 communities across Cameroon, we see every day that the Women, Peace and Security agenda is not just policy, it is lived reality.

On International Women’s Day 2026, Research & Advocacy for Gender Justice (RAGJ) calls attention to a critical justice gap affecting thousands of displaced women in Cameroon.

While national laws and regional commitments exist, including the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa, many displaced women still face serious barriers to legal protection, documentation, and access to justice.

This year, our message is clear:

Breaking Barriers: Turning Rights into Action for Displaced Women.

To achieve this, urgent steps are needed to:

• Domesticate the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa
• Adopt a comprehensive national law on internally displaced persons
• Strengthen protection against gender-based violence
• Expand legal aid and justice services for displaced communities

Because rights must move from:

Commitment → Implementation
Vulnerability → Dignity

RAGJ, with support from the GIZ under the PROSCIG Programme (EU co-funded), has been facilitating access to civil documentation for vulnerable and displaced persons in Mezam and Momo divisions since August 2025.

This project focuses on improving access to legal identity documents (access to birth certificates, national identity cards, and disability cards) while providing socio-legal support to vulnerable individuals and families. By improving access to essential (education, healthcare, administrative, and civil) services for communities affected by crisis, this initiative strengthens protection, community-level governance, and community resilience.

This intervention is grounded in the Relief and Recovery pillar of UNSCR 1325, which emphasizes restoring rights, dignity, and access to services for women, girls, and other at-risk groups in conflict settings. It integrates gender-sensitive and protection-focused approaches to ensure equitable access for women, children, persons with disabilities, and displaced populations. It helps children and families access education, healthcare, and protection services.

Implementation is ongoing across target communities.

RAGJ Strategic Report 2021–2025 documents Research and Advocacy for Gender Justice’s journey in advancing gender justice, peace, and human rights in conflict-affected and displacement settings across Cameroon. It captures how RAGJ translated its mission and values into action while navigating complex humanitarian and governance challenges.

Covering the implementation of RAGJ’s 2021–2025 Strategic Plan, the report highlights key achievements, lessons learned, and institutional reforms in areas including access to justice, civil documentation, gender-based violence response, community resilience, and localisation of the Women, Peace and Security agenda. It also reflects RAGJ’s evolution toward stronger governance, accountability, and resilient institutions.

RAGJ’s journey is featured in Rooting for Change. Our chapter shares how RAGJ grew through collective courage, shared leadership, and learning through lived experience, which shaped our work in legal empowerment, gender justice, and advocacy.

21,052 vulnerable, displaced, and marginalized individuals at risk of protection received support.

Civil status, identity, and legal documentation: From 2021 to 2024, 8,311 youth from 386 communities obtained 6,691 birth certificates, 1,150 national identity cards, and 470 disability cards. This report elaborates on the 2024 achievements, during which 2,019 persons were assisted with 1,715 birth certificates and 304 national identity cards.

Safety and access to justice: In 2023 and 2024, legal counselling and representation was provided to 10,351 persons across seven divisions in the Northwest and Southwest regions. While 10,271 received case-by-case legal advice, 80 received legal representation and other legal services.

Gender-based violence: In 2024, specialized gender-based violence (GBV) services were delivered to 2,390 individuals in the Boyo division, encompassing awareness-raising, psychosocial support, case management, and psycho-educational activities.

Community engagement and women empowerment: Activities included community participation assessments, empowerment activities, social cohesion, protection services (cash support referrals), and UNHCR-supported community feedback and response mechanisms.

These results were further analyzed by age, gender, and diversity metrics. Sections showcase quantitative data and qualitative testimonials from beneficiaries, illustrating the direct influence of UNHCR-RAGJ intervention in communities.

Position: Administrative and Finance Assistant

Organizational Background and Operational Context
RAGJ is a non-profit organization established in 2013. It promotes the voices and social and economic opportunities of girls and women in Cameroon. RAGJ engages girls and women in decision-making through action research, monitoring the effectiveness of laws for gender integration in good governance programming, building citizens' capacity, and information sharing and networking. RAGJ addresses microeconomic and macroeconomic governance issues through evidence-based advocacy strategies to promote women’s economic engagement.
Responsibilities:
The Administration and Finance Assistant will support RAGJ's financial and administrative functions. This role is ideal for individuals passionate about non-profit work, who pay close attention to detail and are committed to service.

Accounting functions:
• Support daily accounting functions including accounts payable, accounts receivable, and bank reconciliations.
• Maintain accurate financial records and assist with audits and compliance documentation.
• Manage petty cash, daily cash counts, and maintain up-to-date accounts.
• Ensure that receipts and justification documents accompany financial transactions.
• Compile justifications per budgetary heading and analyse financial data entry and filing.
• Utilize financial and accounting software such as QuickBooks to ensure proper reporting.

Administrative functions:
• Sorted, sent, distributed, and received mail, filed correspondences, and signed deliveries.
• Maintain accurate records and files, maintain a filing system, and prepare, organise and store information in digital and paper form following RAGJ’s data protection policy.
• Assist in preparing regularly scheduled reports and maintain contact lists.
• Assist in maintaining staff case files; prepare payrolls and related tasks.
• Make logistical arrangements for staff, partners, and other stakeholders.
• Contribute to team effort by accomplishing related results as required.


Profile of Candidate
• BSc in Accounting.
• A minimum of 2 years of hands-on experience with accounting and financial processes.
• Proficiency in accounting software (e.g., QuickBooks, Excel) and MS Office Suite.
• Experience with general ledger functions and managing processes.
• Excellent knowledge of applicable accounting regulations and procedures.
• Experience with systemic filing and record management.
• Experience in office management systems and procedures, especially in an NGO.
• Working knowledge of office equipment, like printers and fax machines.
• Excellent writing and editorial skills, and communication and interpersonal skills.
• Excellent time management skills and the ability to prioritize work.
• Strong attention to detail, commitment to accuracy and problem-solving skills.
• Ability to work under pressure and in a fast-paced environment.
• Ethical behaviour, level-headedness and readiness to learn.

Our Story

The Research and Advocacy for Gender Justice (RAGJ) was founded on 23rd July, 2013 by seven young women (aged 21-27) passionate about raising the voice, choice, social and economic opportunities of girls and women in Cameroon. It was legalized (No.83/E.29/1111/VOL.8/ALPAS) on 6th December, 2013, and has as objectives to:

1) Conduct strategic research and publish research findings to serve the needs of girls, women and communities;

2) Assess the effectiveness of existing laws and recommend legal and policy reforms;

3) Promote, encourage and support women and girls in their efforts to initiate informed positive change and innovations for sustainable economic development;
