A Simple Plan to Limit Global Warming (www.giseco.org) This, on the other hand, would be quite simple.

We all agree that we cannot continue to dump large amounts of CO2 into the atmosphere without changing the climate of the Earth significantly. The only way to limit the CO2 emissions is to significantly reduce the consumption of carbon-based fossil fuel. The only things the governments of the world need to agree on are the following two principles:

1. All producers of fossil fuel pay a fee proportional to the amount they produce (in carbon or CO2 equivalent) to a global fund.

2. The money from this fund is distributed evenly among the world’s nations according to the size of their populations.
