The Climate Risk and Early Warning Systems (CREWS) Initiative is a mechanism that funds Least Developed Countries (LDC) and Small Island Developing States (SIDS) for risk informed early warning services.

👉Sustaining momentum between CREWS investments in Malawi

Malawi experiences recurrent floods, droughts and cyclones causing significant human and economic losses, affecting approximately 100,000 people annually from floods and 1.5 million from droughts.

The CREWS Steering Committee has approved an Accelerated Support Window (ASW) action for Malawi, implemented with technical support from the World Meteorological Organization.

This ASW action will help sustain momentum between CREWS investments in Malawi by supporting the preparation of proposal development for CREWS Malawi Phase 2. This action is necessary to help bridge between Phase 1 and Phase 2, considering the scale and institutional nature of Phase 2 requires broad national consultations, technical assessments, and coordination across multiple ministries and development partners. These activities will be led by the Department of Climate Change and Meteorological Services (DCCMS) to have stronger national ownership of the project.

ASW is a highly responsive, demand-driven, small-grant mechanism that helps countries address urgent gaps in early warning systems. 👉Building the capacity of the newly established Somalia National Meteorological Agency

Somalia is highly vulnerable to the adverse effects of climate change in the shape of droughts, floods, and cyclones. 13 million Somali population are one the line when it comes to the catastrophic interlinkages between climate, poverty, conflicts and severe food security. To address climate change and enhance preparedness for natural disasters, Somalia has instituted the Somalia National Meteorological Agency (SNMA).

The CREWS Steering Committee has approved an Accelerated Support Window (ASW) action for Somalia, implemented with technical support from the World Meteorological Organization.

This ASW action will support the newly established SNMA in enhancing its operational and institutional capacity to issue early warnings and ensure delivery of regular and accurate weather forecasts.

ASW is a highly responsive, demand-driven, small-grant mechanism that helps countries address urgent gaps in early warning systems. Through targeted technical assistance and expert advice, ASW helps strengthen foundational early warning capacity and services, apply innovative approaches and emerging technologies, and support countries access, or sustain momentum between, larger investments.

👉Cabo Verde is advancing climate resilience with a national strategy for multi-hazard early warning systems

Cabo Verde faces increasing exposure to climate-related hazards, including coastal erosion, sea level rise, floods, drought, and storm surges. These impacts threaten the country’s sustainable development and the wellbeing of its population.

The CREWS Steering Committee has approved an Accelerated Support Window (ASW) action for Cabo Verde, implemented with technical support from the World Meteorological Organization.

This initiative will support the Government of Cabo Verde, through the Instituto Nacional de Meteorologia e Geofísica (INMG), to develop the country’s Roadmap, ensuring alignment with national systems and priorities.

📈Early warning systems get G7 boost

At the G7 Development Ministers meeting in Paris on 30 April, France’s Minister Éléonore Caroit and UK’s Minister Baroness Chapman of Darlington announced additional funding to CREWS for 2026.

Éléonore Caroit called on other countries to join the collective efforts by the CREWS initiative to close the early warning capacity gap in low-income countries.

With technical assistance from the World Meteorological Organization, The World Bank Group/ Global Facility for Disaster Reduction and Recovery (GFDRR), UNDRR, International Federation of Red Cross and Red Crescent Societies, ITU and other partners, more than 400 million people have access to life-saving early warning services—helping them act before disasters strike.

The additional contributions will allow us to move closer to our goal by ensuring that people most at risk in Least Developed Countries and Small Island Developing States have reliable access to early warnings and climate services by 2030.

👉Strengthening climate data infrastructure for better early warnings in Somalia

The CREWS Steering Committee has approved a new Accelerated Support Window (ASW) action for Somalia, implemented with the technical support from the World Meteorological Organization and IGAD Climate Prediction and Applications Centre.

Somalia faces some of the most severe and recurrent climate-related challenges in the Greater Horn of Africa, with increasingly frequent droughts, floods, tropical storms, and extreme temperature events.

This ASW action will support the Somalia National Meteorological Agency to improve climate data infrastructure, strengthen observation networks and enhance delivery of climate services.

This ASW action will:

✅ Enhance data reliability by modernizing and rehabilitating some of the existing automatic weather stations network to guarantee data integrity and operational reliability to address deficiencies accumulated over the past.

✅ Strengthen and modernize data management ecosystem in support of climate services delivery.

✅ Strengthen climate services and dissemination through leveraging the enhanced capacity of the Met Agency staffs and modernized infrastructure.

By improving the reliability, management and dissemination of climate data, the action will help Somalia deliver more timely, accurate and people-centered climate services for communities, sectors and decision-makers.

✨Advancing early warning and anticipatory action in humanitarian settings

The webinar on “Early warning, early and anticipatory action in humanitarian settings” brought together experts and practitioners from across the humanitarian and climate communities—The Climate and Environment Charter for Humanitarian Organizations, Risk-informed Early Action Partnership (REAP), Anticipation Hub, Start Network, MILE – Environmental NGO, Malawi Red Cross Society, and Resurgence—to explore how we can better reduce risks and protect lives and livelihoods in humanitarian contexts.

The session highlighted:

👉The growing role of early warning systems, early and anticipatory action in addressing climate and environmental risks

👉The importance of systems, decision-making, and financing to enable timely action in complex and fragile contexts

👉Opportunities to strengthen collaboration and partnerships with different stakeholders and scale impact through innovative financing mechanisms

👉Key challenges around access to finance, coordination, and reaching last-mile communities and the urgent need to scale up action

At CREWS, we were pleased to contribute by sharing our Operational Procedures for Fragile, Conflict and Violence (FCV) settings and our funding mechanisms in complex settings. Maria Lourdes Kathleen Santos Macasil highlighted how partnerships between humanitarian actors and targeted financing can support early warning and anticipatory action for the most vulnerable communities, including those living in hard-to-reach areas.

👉Making early warnings more accessible to everyone in Solomon Islands

The CREWS Steering Committee has approved a new Accelerated Support Window (ASW) action for Solomon Islands, implemented with the technical support from the United Nations Office for Disaster Risk Reduction (UNDRR).

This ASW action will support disability-inclusive, flag-based early warning systems (FEWS) to help ensure warnings reach communities in formats that are visible, accessible and actionable. Each FEWS unit will feature equipment such as a solar panel, three-color flags, a loudspeaker, lights, and a signboard explaining the warning levels.

This ASW action will:

✅ Establish disability-inclusive flag-based early warning systems to provide visual and accessible alerts tailored to community needs across different communities

✅ Train community leaders, women’s groups, chiefs and volunteers to operate and maintain the three-color flag warning system, and to broadcast alerts using loudspeakers

✅ Strengthening capacities for community members, including persons with disabilities, women’s groups, youth groups, the elderly, and children—on early warning systems, disaster preparedness, and maritime safety

By strengthening inclusive warning dissemination, the action will help ensure that persons with disabilities, women, children and the elderly can better receive, understand and act on early warnings.

❓How to build proposals for climate finance

As part of the IG3IS Stakeholder Consultation and User Summit 2026, CREWS is pleased to engage in a Proposal Development Workshop alongside colleagues from World Meteorological Organization, IG3IS, and NDC Partnership.

The Integrated Global Greenhouse Information System (IG3IS) is an initiative under the Global Atmosphere Watch (GAW) programme of WMO that provides reliable and up-to-date data on global greenhouse gas emissions and removals—supporting better decisions for mitigation.

The workshop brought together participants from around 10 countries to engage in interactive group discussions to assist them in effectively converting their identified mitigation priorities into viable climate finance proposals that align with the requirements of funding organizations. Maria Lourdes Kathleen Santos Macasil presented CREWS’ financing pathways, shared highlights of CREWS operations, and provided recommendations for preparing a proposal that aligns with the initiative’s requirements and value propositions—including people-centered, gender-responsive and solution-oriented approaches.

The session provided valuable guidance to stakeholders preparing proposals for climate finance—ensuring the alignment, sustainability and national ownership.

👉Continued efforts in enhancing early warnings in Sierra Leone

The CREWS Steering Committee has approved a new Accelerated Support Window (ASW) action for Sierra Leone, implemented with the technical support from the World Bank Group/ the Global Facility for Disaster Reduction and Recovery (GFDRR).

Sierra Leone faces escalating climate risks, with frequent floods, landslides, and storms intensified by rapid urbanization and environmental degradation. Building on the foundations laid by the earlier CREWS jump start initiative, this action will help strengthen national preparedness, flood forecasting and last-mile warning delivery.
This ASW action will:

✅ Increase accuracy, timeliness, and accessibility of weather and flood warnings.

✅ Improve coordinated decision-making among agencies responsible for risk monitoring, disaster response, and water management.

✅ Expand multi-channel warning dissemination through SMS, IVR, radio, sirens, local authorities, apps, and social media to ensure communities, especially those in vulnerable urban and peri-urban settlements, receive actionable information to guide early action.

✅ Sustain institutional performance through improved technical capacity, reduced training gaps, and stronger operational systems.

By scaling up earlier CREWS support, the action will help ensure that more communities receive timely, accessible and actionable warnings before floods and other hydro-meteorological hazards strike.
