国連会議EMRIPにてアイヌ民族の八重樫さんがアイヌ民族の情報アクセスの欠如につき声明を読みました。Mr. Yaegashi of the Ainu people delivered a statement at the UN EMRIP session. (English follows Japanese)

第18回先住民族の権利に関する専門家機構（EMRIP）会合

イランカラㇷ゚テ（アイヌ語で「こんにちは」）。
アイヌの先住民族の土地で行われている活動に関連して、情報へのアクセスが欠如しているという緊急の問題を2点提起させていただきます。
第一に、泊原子力発電所近くへの核輸送港の建設や、ヤウンモシㇼにおけるメタンハイドレート資源の探査について、アイヌの人々には何の説明もありませんでした。これは、国連「先住民族の権利に関する宣言」（UNDRIP）の第19条および第29条に定められた「自由意思による、事前の、十分な情報に基づく同意（FPIC）」の原則に反します。
第二に、2025年1月31日から2月9日にかけて、日本政府はアメリカ陸軍と共同軍事演習を実施しました。これは、UNDRIP第30条第1項に反するものであり、先住民族の自由な同意または要請がない限り、その土地や領域における軍事活動を禁止している条項です。
したがって、我々はEMRIPに対し、日本政府に以下の措置をUNDRIPに基づいて強く促すよう、謹んで要請いたします。
(i) 先住民族が関連するデータへアクセスし、意思決定過程に完全に参加できるよう、効果的かつ透明性のある仕組みを確立すること。
(ii) 先住民族の自由意思による、事前の、十分な情報に基づく同意なしに、先住民族の土地でのすべての軍事活動を直ちに停止・禁止すること。

Statement for Agenda Item 3
Study and advice on the right of Indigenous Peoples to data, including data collection and disaggregation

Irankarapte (“Hello” in Ainu language).
We would like to raise two urgent issues concerning lack of access to data related to the activities taking place on the indigenous land of Ainu.
First, the Ainu people was not informed about the construction of a nuclear transport port near the Tomari Nuclear Power Plant or the exploration of methane hydrate resources in Yaunmosir. This violates free, prior, and informed consent under Articles 19 and 29 of the UNDRIP.
Second, between 31st January and 9th February 2025, the Japanese government conducted joint military exercises with the United States Army. This violates Article 30, Paragraph (1) of the UNDRIP, which prohibits military activities in indigenous lands or territories unless freely agreed to or requested by indigenous peoples concerned.
Therefore, we respectfully call upon EMRIP to urge the Government of Japan to take the following actions in accordance with the UNDRIP:
(i) Establish effective and transparent mechanisms to ensure the indigenous peoples’ access to relevant data and full participation in decision-making processes; and
(ii) Immediately cease and prohibit all military activities on the indigenous land without free, prior, and informed consent.
