Stronger partnerships for safer roads in Kenya.

On 29 September, Global Road Safety Partnership and Global Health Advocacy Incubator paid a courtesy visit to the National Transport and Safety Authority, meeting with Director of Road Safety Dr Andrew Kiplagat, Deputy Director of Road Safety Programmes Beatrice Olwa, and members of the NTSA Road Safety team.

The meeting provided an opportunity to discuss progress under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS), share organisational mandates and expertise, and explore opportunities for closer collaboration to strengthen Kenya’s road safety legal framework.

By working together to advance effective road safety policies and legislation, partners can help create safer roads and protect lives across Kenya.

🚓 Strengthening road policing in Malaysia.

On 6–7 October, Global Road Safety Partnership, together with the Royal Malaysia Police and the Road Transport Department (JPJ), held a Road Policing Capacity Building Workshop on Crash Investigation and Speed Enforcement.

The workshop brought together traffic police and JPJ officers from across Malaysia to strengthen their practical skills in crash investigation and speed enforcement, helping build capacity to improve road safety.

Opening remarks were delivered by ASP Navin a/l Chelladora, Lecturer of Traffic Studies at the Royal Malaysia Police College, who highlighted the importance of the collaboration between GRSP and the College.

Stronger partnerships. Stronger advocacy. Safer roads.

On 1 October, Global Road Safety Partnership, Global Health Advocacy Incubator and Vital Strategies joined partners in Kenya for a strategic workshop to explore the current road safety policy landscape, identify gaps and opportunities within the legislative framework, and strengthen approaches to strategic media advocacy.

The workshop brought together the National Transport & Safety Authority, Red Cross Society, Flone Initiative Trust and International Institute for Legislative Affairs.

Through open discussions and collaborative exercises, participants explored road safety policy, stakeholder engagement, speed management and opportunities to strengthen advocacy for safer roads.

The conversations are an important step towards coordinated advocacy and evidence-informed action for safer roads in Kenya.

When sustained advocacy leads to policy change.What does it take to turn a road safety policy proposal into legal reform?

With support from Global Road Safety Partnership through the Bloomberg Philanthropies Initiative for Global Road Safety, LADA Institute's sustained advocacy contributed to stronger legislation for child safety in vehicles in Ghana.

The reform raises the minimum age for children travelling in the front seat from 5 to 12 years and introduces requirements for child restraint systems. Helping protect children, save lives and support safer communities.

This success shows how persistent advocacy, strong partnerships and collective effort can help shape stronger policies and bring meaningful change.

🛵 Partnerships for Safer Helmets: Accelerating Action Across Asia-Pacific.

At the Safe Helmets for Asia Pacific (SHAP) Summit 2026 in Hanoi, Global Road Safety Partnership joined government representatives, FIA Clubs, technical experts, civil society organisations, development partners and private-sector stakeholders from across the region to strengthen helmet safety systems and advance regional cooperation.

Representing GRSP on Panel 3, "From Regulation to the End User: Enforcement, Compliance & Market Surveillance", Jenny-Donghua Xia shared why legislation alone isn't enough. Effective helmet laws must be backed by a strong compliance ecosystem.

Her key messages included:
🔹 Strengthening enforcement of both helmet use and helmet quality
🔹 Expanding market surveillance across the border, marketplace and roadside, including online marketplaces
🔹 Improving testing capacity, data and market intelligence
🔹 Strengthening coordination among customs, standards, police, consumer protection and transport authorities
🔹 Promoting regional cooperation and greater alignment with internationally recognised standards, including UN Regulation No. 22
🔹 Sharing experiences on children's helmet safety, including Vietnam's ongoing work in this area

As Jenny put it: regional cooperation does not require identical systems, but should aim to make approaches more compatible, effective and easier to enforce across the region.
