The Cluster Munition Coalition is an international civil society campaign working to eradicate cluster munitions, prevent further casualties from these weapons and put an end for all time to the suffering they cause. This week the Cluster Munition Coalition is in Addis Ababa for the Universalisation and Implementation Workshop for and by African States, co-organised by the Lao PDR, Presidency of the Third Review Conference, and Cameroon, Co-Coordinator on the General Status and Operation of the Convention.

Speaking on behalf of the CMC, our campaigner and Deputy Head of Chair Ayman Srour delivered a clear message ahead of the Third Review Conference this September by calling to:
1- Accelerate ratifications
2- Encourage accessions
3- Mobilize States Parties to actively engage their neighbours

Africa's leadership is central to getting us to a cluster-munition-free world.

On 30 May 2026, the Convention on Cluster Munitions marks 18 years since its adoption in Dublin in 2008. It's a milestone that lands with particular weight this week as the Regional Workshop on Universalisation of the Convention on Cluster Munitions for Asia and Pacific States is on its second day, hosted by the Lao PDR in its capacity as Presidency of the Third Review Conference.

The Cluster Munition Coalition campaigner Vidya Abhayagunawardena from Sri Lanka is on the ground this week, a voice from the Asia-Pacific region itself, holding bilateral meetings with delegations from Brunei, Cambodia, Myanmar, Thailand, Solomon Islands, Timor-Leste and Tonga.

The Coalition's push before the 3rd Review Conference in September is clear: 1- Accelerate ratifications, 2- Encourage accessions, 3- Mobilize States Parties to actively engage their neighbors.

Stronger stigma = stronger protection for civilians.

The CMC is deeply concerned by reports alleging the use of cluster munitions in northern Mali.

Unverified reports suggest cluster munitions were dropped at least twice in the Timbuktu and Kidal regions. If confirmed, this would be the first alleged use of cluster munitions by a State Party since the Convention on Cluster Munitions entered into force in 2010 — a deeply alarming development.

Mali ratified the Convention in 2010 and is legally bound never to use these weapons. The CMC firmly condemns any use of cluster munitions by any actor under any circumstances and will continue to monitor the situation.

The UN Secretary-General just called withdrawals from the Mine Ban Treaty a "dangerous retreat from international humanitarian law" — and he's right. Civilians are still the ones paying the price for landmines and cluster munitions in nearly 20 countries worldwide.

We're thankful for the Permanent Mission of Norway to the UN as it picks up exactly that thread with a dedicated session to reaffirm commitment to the Mine Ban Treaty.
