Climate-related disasters are becoming more frequent and more intense, increasing the need for strong disaster preparedness around the globe. On the International Day for Disaster Risk Reduction ( ), the Cluster supports the campaign message: โ€œFund Resilience, Not Disasters.โ€ calling for increased investment in disaster risk reduction programming that includes CCCM and Evacuation Shelter Management.

๐Ÿ“ Last month in Dhaka, , the CCCM Cluster hosted a Training of Trainers to incorporate the Evacuation Shelter Management Guidelines into CCCM responses during emergencies.
The training aimed to equip first-line responders to disasters with the tools to include CCCM and evacuation shelter management in their DRR programming. The event brought together numerous organizations working to strengthen their capacities through these vital guidelines.

Investing in disaster risk reduction protects lives. Given that every $1 dollar invested in disaster risk reduction can save more than $7 in post-disaster recovery costs, it also unlocks resources that can drive sustainable development and build a more resilient future.

๐Ÿ“ข Safety Audits in Displacement Sites in Port-au-Prince, Haiti
In May and June 2025, the CCCM Cluster in Haiti, in collaboration with the Protection Cluster, the PSEA network, the GBV and Child Protection working groups and CCCM partners, conducted safety audits in three collective sites in Port-au-Prince. These audits aimed to identify protection and safety risks faced by displaced populations and provide actionable recommendations to improve living conditions and reduce risks.


Key findings highlighted persistent insecurity, overcrowding, and limited access to essential services. Women and girls face heightened risks of violence and harassment, while children lack safe spaces and inclusive education opportunities. People with disabilities and the elderly struggle with access to water, hygiene facilities, and other basic services.
The report outlines urgent recommendations to address these challenges, including improving infrastructure, creating safe spaces for women and children, enhancing access to health and psychosocial services, and ensuring inclusive governance that amplifies the voices of those most at risk.

Findings from the safety audit have been integrated into inter-cluster planning efforts and are already informing concrete actions to operationalize key recommendations on protection and site improvement in Haiti.

On 31 August 2025, a magnitude 6 earthquake struck Nangarhar and Kunar provinces, claiming over 2,150 lives and leaving 498,000 people in urgent need of emergency shelter and essential household items.

๐Ÿ  The Shelter Cluster, in coordination with the CCCM Working Group, is scaling up life-saving assistance. So far, 3,410 households have received emergency shelter and NFIs, but the needs remain immense.

๐Ÿ“Š The Eastern Region Earthquake Response Plan outlines a multi-sectoral strategy to reach 457,000 people with critical support, including:
โ€ข Shelter repair and winterization
โ€ข Debris removal and transitional housing
โ€ข Mobile CCCM teams and emergency service hubs

๐Ÿ’ฐ $49.8 million is urgently required to deliver shelter and CCCM services before winter sets in.

Displacement in Northeast Nigeria continues to rise as conflict, climate shocks, and economic hardship drive millions of people into unsafe and undignified living conditions. Today, families across the BAY States are not only without safe shelter and essential household items but are also left without effective camp coordination and management. Despite these escalating needs, the CCCM and Shelter/NFI sectors are among the most underfunded in the 2025 Humanitarian Response Plan (HRP).

Since January, floods, fires, and forced evictions have devastated more than 55,500 people across Borno, Adamawa, and Yobe States. Reception centres, the first point of displaced families, are already overstretched and face imminent collapse without urgent assistance. The absence of adequate site management further compounds protection risks, disrupts humanitarian access, and leaves thousands exposed to disease, repeated displacement and loss of dignity.

Urgent Call to Action: Upholding Humanitarian Principles Amid Escalating Displacement in Gaza

The Site Management Cluster in the Occupied Palestinian Territory (oPt) reports a rapidly deteriorating humanitarian situation. Forced displacement orders now cover 86.5% of Gazaโ€™s territory, pushing hundreds of thousands into overcrowded, unsafe sites. Living conditions are far below humanitarian standards, with average space at just 0.5 mยฒ per person and shelters at risk from the approaching winter.

At the same time, humanitarian principles are under threat. Aid must never be used to direct movement or serve military objectives. Assistance must reach people wherever they seek refuge, without obstruction, politicization, or delay.

The Cluster calls for:
โ€ข Unimpeded humanitarian access across all of Gaza
โ€ข Protection of civilians, humanitarian workers, and those unable or unwilling to move
โ€ข Immediate end to attacks on displacement sites
โ€ข Respect for humanitarian principles: humanity, neutrality, impartiality, and independence
โ€ข Urgent delivery of shelter materials, water, lighting, drainage, and winterization support

The Site Management Cluster stands in solidarity with displaced communities and reaffirms its commitment to a principled, community-led response.
