Established in 2016, the Centre of Competence on Humanitarian Negotiation (CCHN) is a joint initiative of the International Committee of the Red Cross (ICRC), the United Nations High Commissioner for Refugees (UNHCR), the World Food Programme (WFP), Médecins sans Frontières (MSF- Switzerland) and the Centre for Humanitarian Dialogue (HD).

In Sudan, when the formal system pulled back, communities stepped up. 🇸🇩

Since April 2023, Sudan’s Emergency Response Rooms (ERRs) have been a lifeline—reaching communities where few others can.

Their volunteers run kitchens, clinics, evacuations and water repairs, drawing on Sudan's long tradition of 'nafeer,' or collective action in times of crisis.

Every day, they also negotiate for passage, acceptance, and the safety of their teams and the people they serve. Usually, they do it without an institution behind them.

Over the coming months, we will work with ERR volunteers from across Sudan in a series of sessions on humanitarian negotiation approaches, tools and principles, adapted to the realities they face.

ERR volunteers bring years of hard-won negotiation practice. These sessions will provide a space for peers to reflect, strengthen their negotiation practice, and protect those leading these vital conversations.

The CCHN team just wrapped up an impactful negotiation workshop in Damascus, Syria 🇸🇾

We brought together 22 humanitarian practitioners from across Syria to tackle the daily negotiation challenges they face in securing humanitarian access and coordination.

These humanitarians face real ethical dilemmas every day with no easy answers.

👉 Strict documentation criteria vs. accepting undocumented affected communities

After the recent regime change, thousands of Syrians in need lack valid identity documents. Humanitarian staff must weigh documentation requirements against the risk of excluding people who desperately need help but can't prove their identity.

👉 Waiting on movement authorisations vs. taking risky alternatives

Staff often wait days or weeks for road clearance, forced to choose between delaying aid or taking riskier routes to reach communities in need.

👉 Accept imposed staff requirements vs. defend merit-based hiring

Organisations must decide whether to hire candidates aligned with certain actors to gain access, or risk being seen as biased and compromising independence.

Our workshop provided a safe space for these vital conversations.

Humanitarian staff from local and international organisations openly exchanged approaches and pressures, united by a shared purpose.

After the workshop, practitioners join a vibrant global network of humanitarian negotiators, ready for peer exchange, shared learning, and support for the next complex negotiation.
