After 15 years of global advocacy and multistakeholder collaboration, the Broadband Commission’s Advocacy Targets framework reached its conclusion at the end of 2025.

Established in 2010 by ITU, UNESCO, H.E. President Paul Kagame, and and Mr. Carlos Slim Helú, the Commission helped elevate as a global policy priority and advanced efforts to expand broadband access everywhere.

With 100+ knowledge products, 35+ Working Groups, over 70 practical policy recommendations published through the annual report, the Commission's legacy continues to inform efforts to connect the unconnected 🌐

👏 We thank all Commissioners, experts, partners, and supporters who helped advance inclusive and sustainable connectivity over the past 15 years.

📢 Just released: State of Broadband Advocacy Targets 2025 📢

As the Broadband Commission celebrates its 15th anniversary, we’re launching a new four-part State of Broadband series, starting with a deep dive into progress toward our seven global Advocacy Targets.

This first report highlights important gains in mobile affordability, digital skills, and gender parity. But challenges remain — especially in fixed broadband affordability, rural access, and support for smaller enterprises. Limited data also makes it harder to track and close these gaps worldwide.
