International Bridges to Justice is dedicated to ensuring the basic legal rights of ordinary citizens throughout the world. Recognizing that sustainable reforms can only be achieved with the cooperation of governments, IBJ always works to implement existing laws in collaboration with governmental institutions such as justice ministries, the judiciary, prosecutors, police, and prison officials. In

each country where it maintains an active program, IBJ works at the national level to influence key decision-makers to bring about system-wide reforms. On the local level, IBJ employs a comprehensive approach comprising three interconnected elements to effect practical, affordable, and lasting changes that advance the rule of law: legal skills trainings, criminal justice roundtables, and public rights awareness campaigns. IBJ’s most basic function is to increase defender capacity. There are simply not enough skilled defense attorneys available to provide adequate representation to the huge numbers of people accused of crimes, nor is there the necessary infrastructure to support their work. To address this shortfall, IBJ provides training to new and experienced criminal defense attorneys, both increasing the number of lawyers taking on these cases and improving each lawyer’s ability to provide competent counsel. To promote mutual respect among the different justice-system stakeholders, IBJ regularly convenes roundtable meetings where defense lawyers, judges, prosecutors, police, and prison officials can engage with one another and identify common ground. By providing a forum for these parties to communicate constructively, IBJ fosters institutional understanding of the role that defense attorneys have to play in the development of a functioning criminal justice system. We also train these stakeholders in best practices for safeguarding citizens’ rights. Recognizing that knowledge is a powerful tool in the fight for human rights, IBJ conducts rights-awareness campaigns. By equipping ordinary citizens with a basic awareness of their legal rights, including the right to competent counsel, IBJ greatly increases the likelihood that individuals will assert their rights when arrested. IBJ employs a variety of media platforms to raise awareness, from simple posters to radio broadcasts. IBJ’s model is operating successfully in Burundi, Cambodia, China, India, Rwanda, and Zimbabwe. In addition to our country programs, IBJ offers global support to criminal defense lawyers through the Communities of Conscience program, the Legal Training Resource Center (http://elearning.ibj.org), the Criminal Defense Wiki (http://defensewiki.ibj.org), and the JusticeMakers Fellowship Program (http://justicemakers.ibj.org). IBJ also supports the Youth to join the Youth Scholars Program. An IBJ Youth Scholar is someone who wants to be engaged in their fight to end torture as an investigative tool. Also, a Youth Scholar is interested in fields of legal and human rights. The Youth Scholars will be part of IBJ’s youth program to mobilize youth as stakeholders in achieving IBJ’s goal of implementing due process rights and ending torture universally. IBJ envisions this initiative creating a global network of Youth Chapters who raise awareness about the issues that International Bridges to Justice deals with. IBJ sees youth as a fundamental pillar in achieving IBJ’s mission.

IBJ’s Myanmar team recently conducted a series of Legal Aid Sustainability Workshops and Roundtable discussions in Mandalay on 27–28 March 2026. The events brought together more than 45 IBJ lawyers and staff from five locations across Myanmar, along with over 20 pro bono lawyers affiliated with IBJ centres and members of local bar associations.

The workshops and discussions focused on strengthening the sustainability, resilience, and effectiveness of legal aid across Myanmar’s criminal defence system. Drawing on nearly a decade of IBJ’s experience in Myanmar, participants exchanged knowledge, shared challenges, and explored collaborative approaches to expanding support for legal aid services nationwide.

These discussions represent an important step toward building a more sustainable and resilient legal aid network in Myanmar through partnership, shared learning, and continued professional collaboration.

IBJ Indonesia & 16 Days Activism Against Gender-Based Violence (Part 1):

On Friday 5th December, IBJ was invited by the EU Delegation to Indonesia and the Faculty of Law Universitas Indonesia to participate in a dialogue involving policy makers, experts, civil society and youth community to discuss about a concrete dialogue and showcase positive examples of Indonesian initiatives that are making digital space safer for women and girls.

IBJ Legal Program Manager, Jane Tedjasputra, moderated the panel ‘Understanding Online Gender-based Violence (OGBV): The Policy and Legal Framework in Indonesia’ and IBJ JusticeMakers Fellow, Ana Abdillah, spoke on the panel, “Understanding Online Gender-based Violence (OGBV): Perspective from the Field”. Jane and Ana were joined by representatives of the Ministry of Communication and Digital Affairs of Indonesia, LBH APIK Jakarta, and the Commission to End Violence Against Women and Children (Komnas Perempuan) to discuss these critical issues.

IBJ’s work in Indonesia focuses on protecting women at risk of criminalization by expanding access to legal aid, training defence lawyers and justice officials, and promoting gender-sensitive criminal justice reform. Since 2020, IBJ, its local partners, and Indonesia’s JusticeMakers Fellows, funded by the European Union, have provided legal protection to over 1,800 women, trained more than 300 lawyers, convened over 400 officials, triggered more than 67 policy and practice reforms to prevent violence against women and criminalization, and reached over 21 million people through nationwide rights-awareness campaigns.

Last week, founder and CEO of IBJ, Karen Tse, joined the World Bank’s Law, Justice and Development Week 2025, which this year focused on “Innovative Legal Solutions to Development Challenges.”

In this clip, at the session “Toward a Joint Platform for Innovative Access to Justice: Global Stakeholders in Action,” Karen discusses how a global platform and coalition of committed stakeholders can help close justice gaps that hold back inclusive growth, job creation and public trust.

Landmark MoU to Strengthen Pro Bono and Access to Justice in Indonesia

On 26 September 2025, IBJ Indonesia signed a Memorandum of Understanding (MoU) with PERADI (the Indonesian Advocates Association) and LBH APIK Jakarta to expand pro bono practice among lawyers across Indonesia.

To commemorate the signing, a hybrid event brought together over 115 PERADI advocates and members of IBJ and LBH APIK’s Pro-Bono Lawyers Network from across the country for a public discussion on the draft Criminal Procedure Code (RKUHAP): “RKUHAP and the Role of Pro Bono Lawyers in Fulfilling the Right to a Fair Trial for Vulnerable Groups.”

The program opened with remarks from Sanjeewa Liyanage, IBJ’s International Program Director, and Uli Arta Pangaribuan, S.H. (Director, LBH APIK Jakarta).

Dr. Luhut M.P. Pangaribuan, S.H., LL.M., Chairperson of DPN PERADI gave a keynote speech, and emphasized the need to strengthen the position of lawyers within the Indonesian justice system to ensure due process rights are upheld.

Following the signing, the discussion featured Ifdhal Kasim, S.H., LL.M. (Vice Chairperson, DPN PERADI), Marie Suggitt (IBJ), and Tuani Sodang R. Marpaung (LBH APIK Jakarta), and was moderated by Febi Yonesta, S.H. (Head of Pro Bono and Legal Aid Division, DPN PERADI).

The discussion underscored the impact of pro bono practice as a pathway to broaden access to justice, particularly for groups often marginalized within the formal legal system.

This partnership reaffirms our shared commitment to ensuring that vulnerable and marginalized communities are not left behind in accessing their right to justice. Together, we are building stronger systems of legal support to ensure a fair and inclusive justice system in Indonesia.
