On 8 October 2026, TCI, as part of the Global Coalition on Deinstitutionalization (GCDI), invites you to join an important discussion on the “International Cooperation for Deinstitutionalization” as part of thematic workshops on Guidelines on Deinstitutionalization, including in Emergencies.

The webinar will explore how international cooperation can support deinstitutionalization across different contexts, including emergencies, while building on the perspectives and priorities of persons with disabilities and their representative organizations (OPDs).

Across the world, persons with psychosocial disabilities continue to face institutionalization, coercion, legal incapacity, violence, and exclusion from community life. For youth, women, and gender diverse persons with psychosocial disabilities, these barriers are often intensified by intersecting forms of discrimination and control.

TCI Global is proud to launch its:
Call to Action on Deinstitutionalization and Community Inclusion of Youth, Women, and Gender Diverse Persons with Psychosocial Disabilities.

Developed through consultations with more than 45 peers from TCI member OPDs and their networks across 15 countries, in six languages, this Call to Action sets out demands for States, donors, development partners, UN agencies, cross-movement actors, and our own movement.

It calls for comprehensive and time-bound deinstitutionalization, an end to legal incapacity and coercive systems, and recognition and leadership of youth, women, and gender diverse persons with psychosocial disabilities.

As we have been reiterating, deinstitutionalization is not simply about closing institutions. It requires transforming the systems, laws, policies, practices, and attitudes that reproduce control and exclusion, while building communities where everyone can exercise choice, autonomy, and belonging. This Call to Action furthers TCI's strong advocacy towards rights-based deinstitutionalization and community inclusion.

Institutionalization is the loss of choice, control, and dignity, and it can happen in a hospital, a shelter, or someone's own home. That's the reflection at the heart of OPD Leadership in Deinstitutionalization: A Case Study of Process, Design and Practice, drawn from interviews with disability leaders across Asia-Pacific and two years of TCI Global's Community of Practice on Deinstitutionalization.

Despite broad ratification of the UN Convention on the Rights of Persons with Disabilities (UNCRPD), institutionalization remains one of the most significant and persistent human rights violations facing people with disabilities in the region. OPDs are at the forefront of advocating for rights-based alternatives, challenging systems that continue to legitimize segregation, coercion, and denial of legal capacity. Yet, until now, there's been minimal documentation on how OPDs themselves are leading the work to end it.

TCI Global, together with CBM Australia and support from the Department of Foreign Affairs and Trade (DFAT), is launching this case study report to document the strategies, challenges, and opportunities shaping OPD-led deinstitutionalization, the barriers OPDs face, what's actually creating change, and where OPD leadership can be strengthened further. We have created this with the hope that it supports OPDs in sharpening their advocacy with practice-based evidence, learning across contexts, engaging governments and other stakeholders, building alliances across movements, and making the case that community-inclusion models are not hypothetical; they are already being built and led by persons with psychosocial disabilities.

What does deinstitutionalization look like, in a practical sense, for OPDs of persons with psychosocial disabilities that are implementing DI models, gathering their learnings and sharing them with peers and beyond?
