Ciao Mino!
As Cosimo Melpignano's (Mino) term with FICSA draws to a close, we extend our sincere gratitude for his dedicated service and invaluable contributions.

His extensive experience and deep understanding of the UN system have been a tremendous asset to the Federation. We particularly appreciate his leadership and advocacy on behalf of staff, his commitment to improving working conditions, and his tireless efforts in representing staff interests.

“Mino is a renaissance man. A person with many talents or areas of knowledge. It is the only title I can give him. He is my idea of a gentleman with old world manners. He understands femininity and honours it. He understands protocol and honours it. Above all he is passionate about staff representation. He abhors injustice.” Wadzanai Garwe, FICSA President.

His term ends 28 Feb 2025. Join us to express our heartfelt appreciation for Mino in the comments!

Good morning everyone from a wintry and sunny Rome. These are unprecedented times in the geopolitical landscape. These times are causing staff a great deal of grief, a great deal of anger, and uncertainty.

Uncertain times and times of transition require organization and strategy. At FICSA that's what we're doing. We are speaking to management, we are trying to find win-win solutions for both staff and organizations, and we're trying to respond to crisis with communication and resilience.

In solidarity, thank you.

The 78th FICSA Council, hosted by UNESCO in Paris from February 3 to 7, 2025, brings together representatives from across the international civil service to discuss key issues affecting staff. This annual gathering will shape FICSA’s policies and strategies for the coming year.
The agenda includes essential governance matters, such as electing the Chair, Vice-Chairs, and Executive Committee Officers for 2025-2026, as well as reviewing membership status and constitutional questions. A central focus will be the Executive Committee’s report on its activities over the past year, highlighting FICSA’s advocacy efforts and cooperation with other staff federations.
Delegates will also deliberate on financial planning, including the 2025 programme budget and the scale of membership contributions. The Programme Budget, Administration, and Strategy Committee (PBAS) will play a key role in shaping these discussions.
Additionally, the Council will endorse new Standing Committee officers, set priorities for the year ahead, and confirm details for the next Council session.
With a packed agenda, this session will be instrumental in guiding FICSA’s work and reinforcing its commitment to protecting and advancing the rights of international civil servants.
