💬 What does real digital inclusion actually look like?

At the India AI Impact Summit earlier this year, Osama Manzar from the Digital Empowerment Foundation shared an important perspective on the digital gap in the AI era. Simply put: access isn’t just about something existing—it’s about whether people can actually use it.

If someone has to travel miles, spend extra money, use a device they can’t afford, or figure things out in a language they don’t understand… is it really access?
For many people, this is still the everyday reality—and it can affect something as basic as getting food rations.

As we keep moving forward with AI and digital systems, it’s a critical reminder to keep things human: making sure tech is fair, accessible, and truly useful for everyone.

🎤 Who shapes the future of AI — and who gets left out?

In Pathways to Inclusion, a 2025 policy report from , Paola Gálvez Callirgos explores one of the most urgent questions in tech governance: why are Global Majority voices still missing from the spaces where AI decisions are made? 💭

The report identifies three barriers blocking meaningful participation:
1️⃣ Limited financial resources
2️⃣ Insufficient technical expertise
3️⃣ Low awareness of where and how to engage

It also maps actionable pathways with tailored recommendations for each key group to ensure that their values get built into the systems that shape all of our lives:

⭐ Civil society organisations (CSOs) from the Global Majority — build coalitions, diversify funding, invest in technical capacity
⭐ Global Majority policymakers — open genuine dialogue and feedback channels with civil society
⭐ Major power policymakers — reserve seats, share knowledge, fund equitable participation
⭐ International organisations — be transparent about who's included and how decisions are made

The outcomes of this report have directly shaped a pilot course empowering CSOs to lead on AI ethics, which Globethics has facilitated and co-developed with UNESCO, Center for Leadership, Equity, and Research, OdiseIA, Obvia, Digital Empowerment Foundation, Sciences Po, AI Impact Alliance.

What does it take to make AI ethics actually matter?

During a recent meeting with YADEMA and in Jakarta, Indonesia’s Vice Minister of Communication and Digital Affairs, Nezar Patria, shared an important perspective: ethics alone isn’t enough. Without laws, enforcement, and accountability, it has limited real-world impact.

What’s changing, though, is that companies are starting to take ethical risk more seriously—bringing in people from humanities and philosophy to help think through how AI affects society.

He also raised an important point about AI and cultural context. Many AI systems are developed in Western contexts, which doesn’t always reflect local values in places like Indonesia. That’s where more inclusive, globally grounded discussions become essential.

That’s why events like the in Bali this October matter—creating space to move from ideas to action, and from ethics to implementation.
