Protecting children in rural communities often starts with the people closest to them.

Teachers, local leaders, farm workers and community representatives can play an important role in identifying risks early and supporting children before vulnerabilities become more serious.

When conflict or displacement affects a community, children are often among the most vulnerable.

In 2025, Tanzania's agricultural sector adopted a new Agricultural Labour Code on Child Labour and related Labour Practices.

The sector-wide framework was developed through collaboration between government institutions, companies, trade unions, crop boards and civil society organisations.

Now, in 2026, the focus shifts from adoption to implementation: helping technicians and smallholder farmers to apply these standards in practice across agricultural communities.

This next phase is essential to help translate commitments into safer and more protective working environments for children and families.

Can progress against child labour really be measured?

It’s a difficult challenge, especially when the work involves education, livelihoods, family wellbeing and long-term community change. But difficult does not mean impossible.

Child labour is not evenly distributed across the world.

Today, nearly two-thirds of all child labour cases are concentrated in sub-Saharan Africa, with most involving children under 12 working in agriculture, often as unpaid family labour.

This reflects the pressures faced by many rural households that depend on smallholder farming.

Targeted efforts to strengthen rural livelihoods, social protection and access to services are essential to accelerate progress. The question is how these systems can be strengthened at scale and sustained over time.

In rural areas of Mozambique, many young people have limited options once they reach adolescence. Work in agriculture is often the only available path, even when conditions are hazardous.

The UPSKILL Project in Niassa Province is helping change this by offering vocational training adapted to local realities.

Since 2024, 214 young people aged 15–17 completed training in trades such as tailoring, welding, agriculture and mechanics. Many had previously been involved in or were at risk of hazardous child labour.

Graduates also received toolkits, allowing them to start earning income through safer activities.

Creating practical alternatives for young people is an important step in reducing hazardous child labour in rural communities.

Conflict and displacement are not only humanitarian crises. They reshape children’s everyday lives in less visible ways.
In conflict-affected settings, child labour reaches 21%, more than four times higher than in stable contexts.

When livelihoods are disrupted, schools close and public services are under strain, families face difficult decisions. In these conditions, children are more likely to work.

Displacement can increase these risks further, especially when access to education, healthcare and income becomes uncertain.
These situations also highlight the role of national systems designed to protect children. When they weaken, risks increase. When they hold, they provide a critical layer of protection.

What does workplace safety have to do with child labour?

In agriculture, working conditions can expose both adults and young workers to significant risks. When these risks are not properly managed, the likelihood of hazardous child labour increases.

Workplace risk assessments help companies identify hazards, understand who is exposed and take action to improve safety.

They are an important part of preventing child labour and protecting workers, communities and the environment.
