Speaking during "Voices of Durban — 25 Years Later: Why Identity Matters for Reparatory Justice," Siphiwe Baleka examines the concept of ethnocide—the destruction of a people's ethnic identity through forced assimilation.

Drawing on the work of the Honorable Silis Muhammad, Baleka discusses culture, religion, language, and Article 27 of the International Covenant on Civil and Political Rights, arguing that reparatory justice is about more than compensation—it also concerns restoring identity and repairing historical harm.
