OUR WARMEST CONGRATULATIONS TO THE EGYPTIAN NATIONAL HUMAN RIGHTS COUNCIL of EGYPT (NCHR) FOR ITS "A" STATUS.

At its 46th session in October 2025 –- The Global Alliance of National Human Rights Institutions (GANHRI/ OHCHR - Geneva ) has issued a decision maintaining the “A” status of Egypt’s National Council for Human Rights (NCHR).

The renewal of this accreditation confirms the NCHR's full compliance with the Paris Principles: principles of independence, rigor, and transparency and recognize commitment and effectiveness of the NCHR in promoting and protecting human rights in Egypt.

The National Human Rights Council (CNDH) is under the leadership of Hani Ibrahim, Secretary General.

NOS PLUS CHALEUREUSES FELICITATIONS AU CONSEIL NATIONAL EGYPTIEN DES DROITS DE L'HOMME (CNDH).

Lors de sa 46e session, en octobre 2025, l'Alliance Mondiale des Institutions Nationales des Droits de l'Homme (GANHRI)/Haut-Commissariat des Nations Unies aux droits de l'homme (HCDH)
a adopté une décision maintenant le statut « A » du Conseil national égyptien des droits de l'homme (CNDH).

Le renouvellement de cette accréditation confirme la pleine conformité du CNDH aux Principes de Paris (indépendance, rigueur et transparence) et reconnaît son engagement et son efficacité dans la promotion et la protection des droits humains en Égypte.

UPR of EGYPT - Palais des Nations, Geneva

The Egyptian government delegation led by Ambassador Badr Abdul Atty, Minister of Foreign Affairs, Counselor Mahmoud Fouzi, Minister of Diplomatic Affairs and Political Communication, and Maya Morsi, Minister of Social Solidarity shared the work done in favor of human rights in the country for the period 2019-2025 during the Universal Periodic Review of Egypt yesterday Tuesday, January 28, 2025.

142 countries came to encourage Egypt to continue its efforts and submitted many recommendations to the governement in line with those proposed in their reports to the Office of the High Commissioner for Human Rights (OHCHR) by our 4 coalitions representing an active Egyptian civil society: HRPR (HUMAN RIGHTS AND POLITICAL REFORM); FFG (FUNDAMENTAL FREEDOM GROUP); UHDC (UNITED HUMAN DEVELOPMENT COALITION); CDR (THE COALITION FOR DEVELOPMENT RIGHTS) representatives of partner NGOs.

Co-organisation de l’évènement d’envergure "LA SEMAINE DU MAROC EN SUISSE"
et visite de la lagune de la MERJA ZARKA/Moulay-Bousselham située entre Rabat et Tanger.

L'ONG MERJA ZERKA: Une initiative de préservation et de protection des littoraux et de gestion durable. Cette ONG enregistrée au Maroc et en Suisse a été créée autour de la coopérative de Merja Zarka. Elle est dotée du statut consultatif ECOSOC promeut la valeur des zones humides auprès des décideurs et autres responsables notamment dans le forum de l’ONU. Deux contributions écrites ont été présentées au Conseil des Droits de l’homme, durant la 58 ème session (24 février au 4 avril 2025). Isabelle Bourgeois, Présidente de PARTNERSHIP NETWORK INTERNATIONAL en est la Représentante permanente auprès de l'ONU.

Co-organization of the major event "MOROCCO WEEK IN SWITZERLAND"
and visit to the MERJA ZARKA/Moulay-Bousselham lagoon located between Rabat and Tangier.

MERJA ZERKA NGO: An initiative for the preservation and protection of coastlines and sustainable management.This NGO registered in Morocco and Switzerland was created around the Merja Zarka cooperative. It has ECOSOC consultative status and promotes the value of wetlands to decision-makers and other officials, particularly in the UN forum. Two written contributions were presented to the Human Rights Council during the 58th session (February 24 to April 4, 2025). Isabelle Bourgeois, President of PARTNERSHIP NETWORK INTERNATIONAL, is its Permanent Representative to the UN.

Through the leadership of the Egyptian NGO FARAH FOUNDATION, 8 Egyptian civil society organizations supported and represented by the international NGO PARTNERSHIP NETWORK INTERNATIONAL (PNI) have come together to form THE COALITION FOR DEVELOPMENT RIGHTS (CDR)

For the 4th UPR cycle of Egypt, the CDR coalition submitted a joint report to the OHCHR [1] covering the situation of implementation of the rights of persons with disability, the health issue and digital violence in Egypt.

UPR: 12 RECOMMENDATIONS
TO STRENGTHEN HUMAN DEVELOPMENT
IN EGYPT summerized as follow:

1. Eradicate of all forms of discrimination and violence persons in disability situation;

2. Increase effective awareness and provide capacity building about issues facing persons with disabilities;

3. Enhance Physical and Digital Accessibility: This includes ensuring public buildings, transportation, and online services are accessible to all persons with disabilities and their caregivers;

4. Remove barriers and create opportunities for persons with disabilities in a coordinated public-private approach;

5. Continue efforts to reduce poverty, make food and healthcare accessible in line with the Sustainable Development Goals;

6. Review cybercrime legislation, adopt preventive measures, reporting mechanisms and victim support to combat digital violence against children;

7. Urgently regulate the price of medicines.

For the 4th UPR cycle of Egypt, the Egyptian NGO PARTICIPATORY DEVELOPMENT SOLUTIONS (PDS) and 13 Egyptian civil society organizations supported and represented by the international NGO PARTNERSHIP NETWORK INTERNATIONAL (PNI) have come together to form the COALITION FOR DEVELOPMENT RIGHTS (CDR).

The CDR coalition submitted a joint report to the OHCHR covering the situation of implementation of a more inclusive livelihoods building and women rights implementation.

UPR: 13 RECOMMENDATIONS
TO STRENGTHEN
SUSTAINABLE DEVELOPMENT
IN EGYPT summerized as follow:

1. Consider designating a national focal point for statistics to serve as a resource.

2. Enhance the dissemination of good practices in living standard and extend social protection.

3. Review and amend personal status legislation and the penal code to eliminate discriminatory provisions and policies against women.

4. Prioritize criminalizing all forms of violence against women and girls

5. Take sufficient measures against the perpetration of gender-based violence by state and non-state actors.

6. Promulgate the law against the marriage of minors.

7. Further strengthen the implementation of the child marriage Act and child protection services including protection for girls from harmful traditional practices such as female ge***al mutilation, child marriage and marital r**e.

8. Address and record victims’ complaints and conduct investigations.

9. Review and amend custody laws to ensure the best interests of the child and provide legal protection for all children without discrimination.

Through the leadership of the PARTNERSHIP NETWORK INTERNATIONAL (PNI) Swiss NGO, 8 Egyptian civil society organizations have come together to form the FUNDAMENTAL FREEDOM GROUP (FFG).

The HDC coalition submitted a joint report to the OHCHR [1] in order to improve the situation of a more equality and freedom of religion and belief, of opinion and expression, of peaceful assembly and of Non Governmental Organizations and the access to information.

UPR: 14 RECOMMENDATIONS
TO STRENGTHEN FUNDAMENTAL FREEDOM IN EGYPT
summerized as follow:

ANTI-DISCRIMINATION COMMISSION
1. Present an Anti-discrimination Commission in the
legislative agenda.

FREEDOM OF RELIGION AND BELIEF
2. Apply the legal principles and obligations to protect the rights and lives of all citizens to practice their religion safely without any sense of threat.
3. Ensure that discrimination and barbaric acts against Christian citizens are condemned in law and in practice.
4. Promote and protect the right to religion and belief at the community level.

ACCES TO INFORMATION & FREEDOM OF OPINION AND EXPRESSION
5. Consider legislation governing access to and flow of official information, data and statistics.
6. Designate a national focal point for statistics to serve as a resource on national indicators and data collection and reporting on standards for the country, including data from other relevant ministries or organizations.
7. Repeal the many laws commonly used to restrict fundamental freedoms.

PEACEFUL ASSEMBLY
8. Respect the freedom to protest peacefully without resorting to violence.
9. Consider training law enforcement officials to comply with regulations set for the progressive management of protests.

NON-GOVERNMENTAL ORGANIZATIONS
10. Strengthen local groups and NGOs through registration to conduct research, independent policy projects, advocacy, fieldwork, and funding.
11. Establish incentives for non-state actors to contribute more to sustainable development.
12. Strengthen mechanisms for dialogue and collaboration with civil society organizations to ensure security, stability, sustainable development and environmental protection.

UPR - UNIVERSAL PERIODIC REVIEW OF EGYPT- UN Geneva, Switzerland - 4th UPR cycle of Egypt - January 28th 2025

Through the leadership of the Egyptian NGO AL-MAHROUSA, 12 Egyptian civil society organizations supported and represented by the international NGO PARTNERSHIP NETWORK INTERNATIONAL (PNI) have come together to form THE HUMAN RIGHTS AND POLITICAL REFORM COALITION (HRPR).

The HRPR Coalition submitted a joint report to the OHCHR to strengthen Human rights, Political Reform and the Administration of Justice situation in Egypt and gave 14 RECOMMENDATIONS summerized as follow:

1. Consider the National Human rights strategy (2021-2026) as the embodiment of an applicable government policy.

2. Improve the National Dialogue and responds to successive calls from the National Human Rights Council, Parliament and the Civil Movement (coalition of 8 political parties) and other representatives of Egyptian civil society.

3. Take up the challenge of achieving speedy justice by appointing a thousand new judges.

4. Guarantee a fair trial free from torture for those held in detention

THE UNIVERSAL PERIODIC REVIEW:

PARTNERSHIP NETWORK INTERNATIONAL (PNI) together with 4 Egyptian coalitions submitted 4 reports to the review of Egypt in the UPR process and we are now following the different steps in Geneva.

On this occasion, we rely on the analysis of the action plan and the effective implementation of the National Human Rights Strategy, the national mechanism for dialogue and individual and collective rights and freedoms to congratulate the Egyptian State for the many advances made and we advocate for the adoption of an effective and rapid action plan aimed at improving the measures taken concerning in particular: the administration of justice, freedoms of religion, belief, opinion, expression, assembly and access to information.
