“Each morning, I wake up believing that today will be a better day,” said Jawdat, walking amid the ruins of his Lebanese city, Nabatieh.

But how many times can a person rebuild a life from the ruins? How many mornings can someone wake up to the sound of bombs and still hold on to hope?

These were the questions that Dutch Minister of Foreign Trade and Development Cooperation Sjoerd Sjoerdsma put to Jawdat.

And each morning, Jawdat returns to his butcher shop—a business he was able to rebuild with access to finance through the Dutch-funded .

For people living through conflict and crisis, restoring livelihoods and ensuring access to decent work are essential to recovery and resilience. Through PROSPECTS, the ILO Arab States - منظمة العمل الدولية، المكتب الاقليمي للدول العربية works to expand economic opportunities and support people like Jawdat as they rebuild sustainable livelihoods and move forward through their own work.

Because even in times of crisis, the right to work—and rights at work—matter.

«أستيقظ كل صباح وأنا مؤمن بأن اليوم سيكون أفضل»، قال جودت وهو يسير بين أنقاض مدينته النبطية.

ولكن، كم مرة يستطيع الإنسان أن يعيد بناء حياته من بين الأنقاض؟ وكم من صباح يمكن للمرء أن يستيقظ فيه على أصوات القنابل، ومع ذلك يظل متمسكاً بالأمل؟

هذه هي الأسئلة التي طرحها وزير التجارة الخارجية والتعاون الإنمائي الهولندي، سيورد سيوردسما، على جودت.

وفي كل صباح، يعود جودت إلى متجر الجزارة الخاص به — وهو مشروع تمكّن من إعادة بنائه بفضل حصوله على التمويل من خلال مشروع آفاق المموّلة من هولندا.

بالنسبة للأشخاص الذين يعيشون في ظل النزاعات والأزمات، تُعدّ استعادة سبل العيش وضمان الوصول إلى العمل اللائق من المقومات الأساسية للتعافي والقدرة على الصمود. ومن خلال مشروع آفاق، تعمل منظمة العمل الدولية على توسيع الفرص الاقتصادية ودعم أشخاص مثل جودت في إعادة بناء سبل عيش مستدامة والمضي قدماً بفضل عملهم.

لأنه حتى في أوقات الأزمات، يظل الحق في العمل — والحقوق في العمل — أمراً أساسياً.

Supported by the Government of the Netherlands through ILO PROSPECTS, today marks the start of a four-day Technical Committee Training, Consultation and Launching Workshop on the Employment Impact Assessment (EmpIA) of public infrastructure investments in Ethiopia, organized together with the Ministry of Urban and Infrastructure (MUI).

The workshop brings together government institutions, development partners, academia, Confederation of Ethiopian Trade Unions (CETU) and the Confederation of Ethiopian Employers Association (CEEA) to strengthen Ethiopia's capacity to ensure public investment generates more, and better jobs.

Speaking on behalf of State Minister Yetimgeta Asrat (PhD), Senior Infrastructure Advisor Bekele Negussie (PhD) said: "We face high youth and overall unemployment, alongside a predominance of informal employment. We must shift toward evidence-based public investment decisions, deliberately targeted to maximize decent job creation, this is the core objective of EmpIA."

Over four days, participants will deepen their understanding of EmpIA methodologies, including Input-Output and Social Accounting Matrix approaches, while addressing data systems, portfolio selection, inclusion of informal and refugee employment, and pathways for institutionalizing EmpIA in Ethiopia.

Beyond the workshop, EmpIA is designed to translate evidence directly into policy: findings will feed into a policy uptake matrix and a policy brief for the Council of Ministers, informing how future public investment decisions are made and laying the groundwork for institutionalizing this approach within Ethiopia's national planning and budgeting systems.

This initiative advances the partnership's objective of inclusive economic opportunities and sustainable livelihoods for vulnerable populations and host communities in Ethiopia.

Launching the Integrated Business Plan Competition (BPC) in Ethiopia

Today, the International Labour Organization (ILO), through the PROSPECTS Partnership and with the support of the Embassy of the Netherlands in Ethiopia, officially launches the Integrated Business Plan Competition (BPC) in Jigjiga to empower refugee and host community entrepreneurs with the skills, networks and financial support needed to and grow sustainable businesses. The initiative is being implemented in partnership with FC Africa.

The launch builds on the success and lessons learned from previous Business Plan Competitions conducted in Kebribeyah and Jigjiga in the Somali Region. In this second round, the initiative is expanding its reach, with competitions taking place simultaneously across Somali, Benishangul-Gumuz and Amhara regions, in Jigjiga and Kebribeyah, Assosa, and Dabat.

Designed to promote entrepreneurship, decent job creation, financial inclusion and social cohesion, the competition will support aspiring and existing entrepreneurs through business development services, training, mentoring, business plan development and access to seed capital. Special emphasis is placed on creating opportunities for women and youth from refugees and host communities. This will enhance inclusivity and social cohesion for building resilient livelihoods.

Through a competitive selection process, the initiative will equip 3,000 aspiring and existing entrepreneurs with the ILO's Generate Your Business Idea (GYB) training. From this group, 1,500 participants will advance to receive Start Your Business (SYB) training across the three regional hubs. Ultimately, 450 of the most promising business ventures will be awarded seed capital and tailored support to launch or expand their enterprises.

Participants representing regional bureaus expressed their commitment to the successful implementation of the BPC and reaffirmed their dedication to strengthening the existing partnership to achieve shared goals.

By investing in local enterprise development, the ILO and its partners are helping unlock economic opportunities and strengthen self-reliance for both refugees and host communities.
