End BSL Manitoba are a group of local citizens working together with WHS and WAS to create a kinder, safer Winnipeg inclusive to all—with an evidence-based, breed neutral RPO, focused on dog behaviour and known "at risk" factors for dog aggression. Our objective is eliminating breed-specific legislation in Manitoba and replacing it with an evidence-based breed neutral RPO that holds all owners acc

Calgary was a world leader in animal control best practices for 20 years, under the leadership of Bill Bruce. They had a revenue-neutral program, a high level of community engagement, and the lowest bite rate in North America. With changes in management and a declining economy, unfortunately these successes have waned in recent years, but Mr. Bruce’s track record is impressive and the bylaw remains strong. Our goal is to not only get breed-specific legislation removed from Manitoba, but to have proper responsible pet ownership (RPO) guidelines that include all animals along with stronger education and resources to help make sure these new guidelines are successful. This list includes:

- Breed Neutral Bylaws/No breed bans
- Stricter and larger fines and penalties for
irresponsible owners
- Stronger and enforced regulations for
irresponsible breeders (to shut down
backyard breeders and puppy mills)
- Evidence-based Responsible Pet Ownership improvements that
focus on known "risk factors" for dog aggression and irresponsible
owners — including "At risk" and "Dangerous dog" categories.
- Low cost training classes for dogs and owners
- Widely available low/no cost spay and neuter
for owners
- Public Education programs in schools
- Proper and enforced leash laws and
anti-tethering laws
- Animal licensing incentive programs

We at End BSL Manitoba believe that by having Animal Control & Bylaw Services enact and enforce a Responsible Pet Ownership bylaw and eliminating the breed-specific bylaw, that pet owners and other citizens will be able to live together in safety and peace.

In a major world-class victory for federal law enforcement, a defendant in Ohio was sentenced to 71 months in prison followed by 4 years of supervised release. The U.S. Justice Department’s Animal Welfare News division highlighted the landmark sentence after the individual pleaded guilty to dog fighting and drug distribution offenses. This total win for justice dismantles a cruel organized abuse ring while demonstrating that animal exploitation and illicit trade carry severe, non-negotiable penalties.

17 YEARS. 8 FEET AWAY. AND WE ARE NOT STOPPING. 🚫🐾

​Today, our team stood on the shoulders of giants. We found this on a absolute legend and powerhouse advocate against dog fighting, Gordon Shell page .

"​Our advocate was pulled backstage by the event promoter for what was supposed to be a private meeting with Michael Vick. Underneath the jacket was the statement shirt: “Fight Me Mike Vick / Dog Fighters are Bitches.” Before stepping through the curtain, the jacket came off.
​We walked in. Vick was seated at his VIP signing table. He looked up, made direct eye contact, and his manager immediately panicked—grabbing our advocate and pushing them straight back through the curtain. Suddenly, they were no longer "comfortable" with the meeting.

​We calmly plead our case. We had a formal fight proposal ready for him and his management—a real chance to step into the ring for the dogs who never had a choice, never had a voice, and were brutally tortured. Even though they refused the face-to-face, the proposal and contact info were left in his manager's hands.

​Eight feet away. For the first time in 17 years of pushing for accountability, he looked into our eyes and saw exactly who and what he was facing.
​It’s been nearly two decades since that first fight proposal was made to him. We are still here. We are not dead yet, and Save Ontario Pitbulls will never stop demanding justice for the innocent lives broken by the horrors of dog fighting."

​If anyone has forgotten the absolute brutality of what Bad Newz Kennels did to those dogs, let this be your reminder. We don't forget, we don't forgive the unrepentant, and we do not back down.
