JOB OVERVIEW

Under the direction of SCS Leadership and the Chief Medical Officer, the SCS Nurse provides autonomous, participant-centered care within a low-barrier, harm reduction-focused clinical environment. Guided by AHWC’s Vision, Mission, and Values, this role delivers comprehensive physical and mental health assessments using trauma and healing informed approaches.

The SCS Nurse manages acute and chronic health concerns—including substance use, mental health challenges, and communicable diseases—by providing supportive counseling, overdose response, withdrawal management, and connections to housing and treatment resources. Working closely with an interdisciplinary team and external partners, the SCS Nurse develops collaborative care plans grounded in dignity and respect.

This supervised consumption site will initially operate as an interim, all-weather operation situated out of mobile units and located in the parking lot of the permanent site, which is currently under construction. Upon completion of the permanent site, operations will move indoors and will be expanded to include a micro-team for Primary Care and Rapid Access to Addictions Medicine service delivery.

As a Peer-led healthcare operation, the site delivers vital services including supervised consumption, drug testing, harm reduction supply distribution, safer use education, and community engagement. In this dynamic environment, the SCS Nurse plays a key role in clinical delivery while actively facilitating referrals to comprehensive, wraparound supports for community members.

Crucially, the role requires a deep understanding of the histories, cultures, and lived experiences of First Nations, Inuit, and Métis Peoples, fostering a culturally safe environment and supporting the decolonization of healthcare systems.

EDUCATION

· RN/BN, BScPN, or RN(AP)
· Additional education or training related to addictions, substance use, mental health, or harm reduction practices — such as the Core Addiction Practice Certificate or equivalent — is considered an asset.
· Minimum four (4) years of recent related clinical nursing experience supporting the designated population within harm reduction, mental health and substance use, community health, primary care, or low-barrier care settings.

ESSENTIAL SKILLS

· Possesses advanced clinical knowledge of substance use, addictions, concurrent disorders, and recovery-oriented care.
· Demonstrates proven experience supporting individuals navigating active substance use within low-barrier, harm reduction environments.
· Exhibits strong expertise in overdose response practices, Naloxone administration, safer substance use education, and hands-on crisis de-escalation.
· Commits to trauma-informed care and cultural humility, with a willingness to complete Manitoba Indigenous Cultural Safety Training (MICST) and Applied Su***de Intervention Skills Training (ASIST).
· Practices with a high degree of clinical autonomy and strong decision-making skills within a fast-paced, evolving, and Peer-led team environment.
· Demonstrates strong case management and system navigation skills to effectively collaborate with community agencies and external healthcare providers.
· Utilizes excellent clinical documentation, communication, and interpersonal skills, with Electronic Medical Records (EMR) experience considered an asset.

• Must maintain active registration and good standing with the applicable professional regulatory body and provide proof of registration upon request.
• Responsible for maintaining all professional licensing and practice requirements relevant to the role.

RESPONSIBILITIES AND DUTIES

Community Care and Cultural Safety
· Provide culturally safe, trauma-informed, and person-centered nursing care that honors each participant’s self-defined healing journey.
· Welcome and offer therapeutic support to all community members—including Indigenous peoples, the 2SLGBTQIA+ community, and individuals living with disabilities—in a judgment-free environment.
· Apply an understanding of health equity when supporting participants navigating poverty, houselessness, food insecurity, and substance use.
Clinical Practice and Operations
· Provide safe nursing practice, manage clinical operations, and lead crisis/overdose responses in alignment with AHWC policies and provincial standards.
· Partner closely with the SCS Program Manager, interdisciplinary team, and Peers to support daily operations, adapting actively as the site transitions from mobile units to the permanent facility.
· Participate in staff meetings, case discussions, and team huddles; proactively report operational, safety, or participant care concerns.
· Ensure strict compliance with the Personal Health Information Act (PHIA) regarding the secure handling, documentation, and destruction of medical records.
· Is a ‘Helper’ – completes other duties as assigned, when required, as part of the SCS team, not exceeding stated skills and capabilities.

CRISIS INTERVENTION & ADDICTION SUPPORT

· Provide direct nursing care, clinical support, and withdrawal management to participants actively using substances across the continuum of stabilization and transition into recovery services.
· Conduct comprehensive nursing assessments evaluating physical health, mental health, behavioral presentation, and participant-identified goals.
· Monitor participant progress and symptoms, collaborating with physicians, allied health professionals, and the interdisciplinary team regarding follow-up care.
· Administer medications, treatments, and evidence-informed interventions for physical and mental health emergencies, including overdose response, anaphylaxis, and seizures.
· Provide participant education and supportive counseling regarding safer substance use, STBBIs, wound care, and overdose prevention.
· Facilitate intake, systems navigation, and referrals to connect participants with healthcare, housing, addiction treatment, and community-based services.
· Maintain accurate electronic and paper health records and program statistics in accordance with organizational, PHIA, and Shared Health standards.
· Collaborate with participants and community partners to address complex health needs, ethical concerns, and barriers to care.
· Participate in team meetings, case conferences, and the mentorship or clinical guidance of students and team members.
· Adhere to workplace health and safety regulations and professional nursing standards.

COLLABORATIVE CARE REQUIREMENTS

· Work within AHWC’s interdisciplinary model of care to support high quality, participant-centered service delivery across various environments, including outreach, mobile, and phone-based supports.
· Value and incorporate the perspectives, goals, and ongoing involvement of participants and their support systems in care planning.
· Understand, respect, and collaborate with allied health professionals, withdrawal management services, and community organizations to ensure coordinated care and continuity of wellbeing.
· Apply principles of anti-racism, cultural humility, and trauma-informed care to build therapeutic relationships grounded in dignity, compassion, and cultural safety.
· Demonstrate professional leadership through shared accountability, respectful and responsive communication, and collaborative problem solving.
· Engage constructively and professionally when addressing conflict, disagreements, and complex team or participant situations.

JOB OVERVIEW

The Aboriginal Health and Wellness Centre of Winnipeg is seeking a Director of Addictions and Health (DAH) to join our Senior Leadership team. Reporting directly to the Chief Operating Officer (COO) – Clinical, the DAH leads the operational oversight of the addictions portfolio consisting of the Rapid Access to Addictions Medicine (RAAM) and the implementation of additional addiction programs and services.

The Director of Addictions and Health should demonstrate an understanding of and respect for the histories, traditions, and cultures of First Nation, Métis, and Inuit communities and nations, including an understanding of the importance of decolonizing healthcare spaces and systems.

RESPONSIBILITIES AND DUTIES

• Directs and oversees all clinical staffing positions and program operations within the RAAM Clinic and RAAM Mobile Clinic
• Will support the implementation of additional addiction programs and services
• Consults with Human Resources in order to recruit, interview, hire and on-board new staff as needed
• Inspires safe practices in accordance with: AHWC’s program standards, policy and procedural operations, and organizational values; RAAM’s program standards; and Shared Health protocols
• Manages and delivers services within the assigned area of accountability to support overall organizational requirements
• Manages organizational change in the assigned service area including recommending and implementing policy, procedures, standards and practices related to the systems and services in the assigned area(s) to meet ongoing needs in a dynamic environment
• Develop and implement plans, budget and briefing notes in and for approved projects and aquisition of new material and equipment designed to improve health services
• Collects and has access to Personal Health Information (PHI) and must follow Manitoba and/or Shared Health instructions respecting security, use, storage, and destruction of PHI
• Coordinates and conducts daily morning team huddles and end of shift rounds reporting in conjunction with physicians and allied health professionals
• Manages security and safety plans with Security
• Responsible for monthly, quarterly, and annual reporting of quality health indicators, lessons learned, areas of opportunities, etc.
• Delivers Performance Conversations to staff at varied time points throughout staff tenure
• Problem solves and provides supports where needed, in collaboration with the addictions and health staff and AHWC Senior and Executive Leadership and Cultural Advisors
• Consults with and attends regular meetings with AHWC Senior and Executive office to maintain and establish standards for the provision of culturally safe health care services
• Liaises with community partners, Health Authorities, RAAM Hub, Cadham Provincial Lab, and Dynacare Lab services and media
• Reports operational issues to Clinical Operating Officer - Clinical, Medical Director, and others as advised
• Collaborate directly with AHWC’s Chief Medical Officer regarding clinical initiatives that impact addictions and health such as fire plans, Medical 25s, de-escalation, and overdose prevention
• Facilitates regular emergency drills and ensures all staff respond to emergency codes as per procedures
• Facilitates monthly staff meetings, pulling in cultural support when needed
• Consults with AHWC Finance office to plan, oversee and control departmental budget
• Provides regular opportunities for staff and constituents to engage in cultural activities and ceremonies
• Work collaboratively to develop a culturally safe atmosphere in partnership with the Director of Indigenous Relations throughout the addictions clinics
• Partner and collaborate with the AHWC Urban Indigenous Research Lodge for Indigenous-led community-based research purposes
• Demonstrate a strong commitment to understanding and implementing to the calls to action under Truth and Reconciliation (TRC), Calls to Justice under the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG), and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP)
• Develop reports for the Chief Operating Officer - Clinical and various auditors and reporting agencies
• Provide guidance to staff to mitigate performance issues and concerns and take appropriate action to resolve
• Support regular key stakeholder and funder regular check-ins to discuss program and progress towards outcomes in conjunction with COO-Clinical
• Collaborate with the COO-Clinical to ensure AHWC representation attends critical community meetings, when called upon
• Collate data collection and analysis of the addiction and health program key measures and statistics
• In collaboration with the Executive and Senior Leadership team provide expert advice where needed to problem solve
• Ability to work flexible hours to respond to urgencies, emergencies, and/or attendance at meetings that may include evening, holiday, or weekend consultation
• Perform other duties as delegated by the COO-Clinical not exceeding stated skills and capabilities

• Welcomes and supports all Indigenous - First Nation, Inuit, and Métis – and non-Indigenous community members entering AHWC / RAAM Clinic, including people who identify as part of the 2SLGBTQIA+ community and persons who live with disabilities

• Provide leadership to resolve issues impacting program and service delivery; develop strategies in collaboration with staff, senior and executive leadership to balance competing and conflicting interests to achieve the best outcomes for AHWC
• Be an advocate for Indigenous rights and needs in government and corporate settings
• Participate in the overall strategic planning for AHWC in collaboration with the Executive and Senior Leadership

• Support staff to deliver on Indigenous strategies as defined in AHWC’s organization strategic and operational plans

EDUCATION & QUALIFICATIONS

• Completion of a recognized university degree, community college diploma program, or other related discipline
• 3-5 years or more of experience working in treatment of individuals with addictions, mental health issues (including but not limited to PTSD, OCD), and eating disorders
• An equivalent combination of education and/or experience deemed acceptable by AHWC
• Previous project management or coordination experience
• Experience in a patient care setting within a team an asset
• Experience working with Indigenous Peoples
