Housing First in Practice: Lessons from Finland

Beyond the Noise continues - this time virtually, and this time with a global perspective.

Finland is one of the few Western countries where homelessness has steadily declined, not through a single policy, but through sustained, system-wide alignment across government, non-profits, funding, and housing delivery.

On June 5 from 8:30 to 10:30 AM PST, join Pacifica Housing CEO Carolina Ibarra for a virtual conversation with leaders who have been a part of Finland's Housing First model.

It will also examine what differs between Finland and other leading jurisdictions, including Vienna, which has built significant social housing but continues to face homelessness pressures.

This is not about replicating a model. It's about understanding what becomes possible when systems align over time.

Today is Moose Hide Campaign Day.

A day to recognise and stand against the disproportionate violence that Indigenous women, children, and gender-diverse people face across Canada.

The campaign began in 2011, when Paul Lacerte and his daughter Raven were on a moose hunt along the Highway of Tears and started thinking about the impact they could make on ending violence against Indigenous women and children.

Fifteen years later, over seven million moose hide pins have been shared across the country, and on average each one sparks around five conversations. That's how change like this travels.

Here's some of our team at Pacifica Housing wearing ours today. It's a simple thing to do, and a quiet way to start a conversation with someone who hasn't come across the campaign before.

“What are the actual demographics for those who are unsheltered?”

This is another one of the questions a participant of Beyond the Noise 2025 asked us to answer.

Our Manager of Community Services, Lisa Feeney, who supports our Downtown Outreach Housing Resources centre and Encampment Outreach services teams, has the answer.

One important thing to understand is that many people experiencing unsheltered homelessness are cautious about sharing personal information because of past trauma, stigma, or negative experiences.

That’s why outreach work begins with building trust, creating safety, and meeting people where they are - because meaningful support starts with human connection.

This year's Beyond the Noise panels explore housing in today's financially constrained context: how do we protect the housing we have, continue building the housing communities need, and deliver the supports and services that keep people housed?
