Bailey’s Law (Bill C-225) just received Royal Assent and the speed it moved through Parliament says everything about the urgency behind it. First reading in September, passed the House by April, and through the Senate in under a month. That kind of momentum is unheard of.
Named for Bailey McCourt, a Kelowna mother of two killed by a former partner, the law classifies murders involving a documented history of coercive control as first-degree murder and imposes life sentences for some manslaughter convictions, with no parole eligibility for at least 10 years. At Archway Society for Domestic Peace, we’re grateful to Bailey’s family, MP Frank Caputo , and every advocate who refused to let this stall. Their tenacity turned grief into real legal change.
This is a milestone worth celebrating and a reminder that there’s more work ahead for survivors in our communities. For today, though: thank you to everyone who made this happen.
