📢 TCM Practitioners: Have Your Say — Deadline October 9

CCHPBC is consulting on a new Clinical Practice Standard: Designing, Compounding and Dispensing Herbal Medicines and Natural Health Products, and ATCMA has submitted its feedback.
ATCMA supports clear clinical standards for regulated professionals. However, the proposed standard does not address the central concern TCM practitioners have been raising about who is authorized to prescribe, design, compound, and dispense Chinese herbal formulas.
ATCMA has been in ongoing conversations with the BC government and is asking CCHPBC to work with the Ministry of Health to address this regulatory gap and establish an appropriate, enforceable restriction for Chinese herbal formula-related activities.
🗣️ We encourage all TCM practitioners to review the proposed standard and submit your own feedback to CCHPBC.
⏰ The consultation period is very short — feedback is due October 9, 2026.
Your voice matters. This is an opportunity to ensure CCHPBC hears directly from the professionals who practise Chinese herbal medicine.

ATCMA Advocates for Better Access to TCM & Acupuncture Under ICBC Enhanced Care
Dr. Melissa Carr, ATCMA Executive Director, recently presented to the BC government’s Special Committee reviewing the Insurance (Vehicle) Act and ICBC’s Enhanced Care system.
ATCMA supports Enhanced Care’s focus on treatment, rehabilitation, and recovery. We highlighted a few changes that could improve access to care for British Columbians injured in motor vehicle accidents:
🔹 Compensate required clinical reporting — Treatment Plans and other required clinical documentation take significant time to prepare and should be appropriately compensated.
🔹 Give patients more flexibility to access acupuncture — Extend time for pre-approved sessions, as patients who begin acupuncture later in their recovery should have sufficient time to assess whether it is helping.
🔹 Recognize the full regulated scope of TCM — Clinically appropriate services within the full regulated scope of TCM professionals should be considered for ICBC coverage, not just acupuncture scope.
These recommendations are about keeping the focus where it belongs: patient recovery and access to appropriate care.
ATCMA will continue advocating for accessible, patient-centred care and meaningful recognition of BC’s regulated TCM and acupuncture workforce.

ATCMA 倡导在 ICBC「加强护理」制度下改善中医与针灸服务的可及性

ATCMA 执行理事 Dr.Melissa Carr 近日向卑诗省政府特别委员会提交意见。该委员会正审查《保险法》-（车辆）及 ICBC加强护理制度。

ATCMA 支持加强护理, 以治疗、康复及恢复为重点的方向，并提出数项可改善机动车事故伤者获得照护机会的建议：

🔹 为必须完成的临床报告提供报酬 —— 治疗计划及其他必须完成的临床文件需要大量时间准备，应获得合理报酬。

🔹 让患者能更灵活地获得针灸治疗 —— 应延长预先批准疗程的可使用期限，使在康复较后阶段才开始接受针灸治疗的患者，有足够时间评估治疗是否有效。

🔹 认可中医受监管执业范围的完整内容 —— 应考虑将持牌中医专业人士完整受监管执业范围内、临床适当的服务纳入 ICBC 保障，而不应只限于针灸服务。

这些建议的核心，是将重点放在最重要的地方：患者康复，以及获得适当照护的机会。

ATCMA 将继续倡导可及、以患者为中心的照护，并推动社会对卑诗省受监管中医及针灸专业人士的实质认可。

🚨 Chinese Herbal Formula Prescribing: The Work Isn’t Over

The BC Government’s new Q&A confirms what ATCMA has been saying all along: TCM professionals have NOT lost the ability to prescribe, compound, or dispense Chinese herbal formulas. But our key concern remains unresolved—unregulated individuals may still be able to prescribe these specialized remedies outside the oversight of a health regulatory college.

ATCMA has been actively advocating with government and CCHPBC for appropriate restrictions that connect Chinese herbal formula prescribing with education, competency, professional regulation, and public protection.
The Government now says it may consider regulatory amendments related to restricting TCM herbal formulae after CCHPBC completes its work, anticipated in early 2027.
This is not the time to step back. It is the time to strengthen our collective voice.

BC 省政府最新发布的问答文件确认了 ATCMA 一直以来所强调的重点：中医专业人士并未失去开具、调配或配发中药方剂的能力。

然而，我们最重要的顾虑仍未解决——未经监管的人士仍可能在不受医疗专业监管管理局监督的情况下，开具这类专业中药方剂。

ATCMA 一直积极与政府及 CCHPBC 倡导适当的限制措施，确保中药方剂处方与教育、专业能力、专业监管及公众保护相结合。
