PSAC has launched a new password-protected platform to help members navigate the alternation process.
Alternation allows an opting or surplus employee to switch positions with a non-affected employee who wants to leave the public service. This negotiated process helps reduce involuntary layoffs and provides more options for members ready to leave the public service.

• Register to confirm your PSAC membership. If your PSAC ID or your name and email match our records, your profile will be linked automatically to your member profile with PSAC.
• Complete your profile. Create a listing indicating whether you:
o have received a surplus/opting letter and want to remain employed, or
o are not affected but want to alternate out.
• Browse listings. Search other members’ profiles and reach out directly by email to discuss a possible alternation match.
• Grow the network. Encourage colleagues to sign up if they’re affected or considering leaving. The more members who register, the more opportunities there are.

Workforce Adjustment Training Sessions Available

What is Workforce Adjustment?
Workforce adjustment occurs when the federal government decides certain indeterminate positions are no longer needed due to factors like a lack of work, the discontinuation of a function, an employee's decision not to relocate, or an alternative delivery initiative.

This process is often prompted by government cutbacks.
Protections for affected employees are outlined in the Workforce Adjustment Appendix (WFAA), a critical component of Treasury Board and Agency collective agreements. Established after PSAC's 1991 national strike, the WFAA has been expanded and enhanced through successive rounds of collective bargaining.

The WFAA represents the PSAC's commitment to safeguarding job security and supporting members through changes in the workplace. It acknowledges the importance of stable employment to members' financial security, work life balance, and mental health.

Upcoming events, engagement activities and deadlines to look out for:

1. BC Regional Conference for Racialized Members: The conference and resolutions call out for the BC Regional Conference for Racialized Members has now been posted on the PSAC-BC website. It will take place from October 3-5, 2025 in Burnaby. Please encourage all racialized PSAC BC members in your local to apply. Applications are open to any self-identified racialized worker in BC: https://psacbc.com/application-form-2025-psac-bc-conference-for-racialized-members/. The deadline for applications is August 18.

Resolutions for this conference can be submitted by all constitutionally recognized PSAC BC bodies if it relates to the issues of racialized workers. The deadline for resolutions is August

2. Fall 2025 Courses announced: PSAC-BC has announced union education courses being offered during Fall 2025. These include a variety of courses focusing on Resolutions, Union Basics, Trauma-Informed Advocacy for Stewards as well as those on Building Solidarity with Indigenous Communities and how Unions Work for Women. 3. Encourage members to self-ID: Please share the (voluntary and confidential) equity self-ID form with members in your local: https://psacbc.com/self-id/. This will allow them access to information about upcoming meetings of the equity group they identify with, for example: Young Workers Committee; Regional Women's Committee; Human Rights Committee; Access caucus, etc.

Did you know that your union has several Regional Committees, including regional Young Workers Committees? PSAC Regional Committees:
• Host general meetings,
• Organize events,
• Represent members of equity-seeking groups,
• Provide information tailored to these groups, and
• Help keep members informed about their union and workplace.
My name is Maxwell Gawlick, and I’m reaching out on behalf of the BC Region's two Young Workers Committees: the Vancouver Island Young Workers Committee and the Mainland and Haida Gwaii Young Workers Committee. Together, we have many events, information sessions, and resources planned for PSAC Young Workers. There's just one problem: we need to reach you! The Committees generally reach out via their email lists, which are collected through self-identification via the PSAC BC regional website. However, at this moment, only about 2% of PSAC Young Workers in our province have self-identified. That means 98% of you aren’t aware of our events and resources.
I urge each of you to go to PSAC BC regional website and self-identify for each of the equity-seeking groups that apply to you, including Young Workers (for PSAC, that means workers who are 35 years old or younger). We do not send excessive emails, and will never send spam—we just want to keep you aware of important updates and let you know about upcoming events and meetings. You can opt out any time, but without self-identification, you won’t have access to what your committees have to offer. Self-identify today and get involved with your union to take advantage of all that PSAC BC has to offer!
