Toronto Centre Toronto Centre is a non-profit organization that promotes global financial stability and inclusion through high-quality capacity-building programs.

Established in 1998 in the aftermath of the Asian financial crisis, Toronto Centre is an independent non-profit organization founded by the Government of Canada, the World Bank and the Schulich School of Business (Toronto). IMF and Sida are also strong supporters and funders. A key outcome of our training is effecting change in institutions to overcome weak governance and supervision, which is cri

tical to anti-corruption, anti-money laundering and other aspects of financial stability and sustainable economic growth. In turn, stable, sustainable economic growth is a vital enabler for infrastructure investments, strengthening international trade, and poverty reduction as confirmed by the UN 2030 Sustainable Development global consensus and Addis Ababa Action Agenda. Our mission also supports the implementation of Canada’s Feminist International Assistance Policy. We deliver programs for supervisors and regulators in banking, insurance, microfinance, microinsurance, pensions, and securities. Since our inception, we have trained more than 32,000 mid- to senior-level officials from 190 jurisdictions.

This week, Toronto Centre is in Cape Town, South Africa, hosting our in-person Crisis Preparedness Program, a Level 1/Foundation program of our Certified Financial Supervisor (CFS) designation.

31 participants representing 13 countries have gathered to study the key concepts and practices of crisis preparedness, as well as to network and learn from their international peers.

Today, John Schindler, Secretary General, Financial Stability Board, delivered a keynote speech at Insurance Europe's 16th International Conference.

Mr. Schindler outlined the pressing threats to the global financial system and the work of the FSB to maintain global financial stability.

Join us at the Annual Convening, bringing together funders, financial service providers, policymakers, and other practitioners from across the financial inclusion ecosystem to explore how collaboration can help sustain progress for women in a tighter funding environment.

The convening will focus on:

⬩ Advancing women’s financial inclusion amid funding pressures
⬩ How partnerships and communities of practice can help institutions do more with less
⬩ Navigating the challenges and opportunities of AI in financial services
⬩ Lessons and emerging practices across product design, gender data, financial health, and social norms.

Last year illustrated both the resilience of the global financial system and the vital role of effective financial supervision. In this context, Toronto Centre’s mandate could not be more relevant: to ensure supervisors are ready. Ready to identify risks early, ready to act decisively under pressure, and ready to strengthen the institutions that underpin stable, trusted, resilient, and inclusive financial systems.

Highlights of 2025 include:
- Delivered 89 capacity-building programs, tailored to evolving supervisory needs
- Convened senior leaders for exchanges on financial inclusion, AI, cyber resilience, and geopolitical risk
- Graduated the inaugural class of 24 Certified Financial Supervisors, representing 10 countries
- Published practical guidance, including six TC Notes, one TC Insight, and a toolkit
- Advanced gender equality through Women’s Leadership Programs, growing our alumni network to over 110 strong.

On April 16, 2026, on the margins of the the International Monetary Fund and World Bank Group Spring Meetings, Toronto Centre convened a high-level roundtable discussion to explore how trade tensions, geopolitical fragmentation, technological innovation, and financial supervision are reshaping the global financial landscape and creating new risks for financial stability.

The speakers highlighted:
- That improving interoperability between payment systems will be essential to reducing costs and increasing efficiency
- There is growing tension between strengthening financial integrity frameworks and preserving financial inclusion
