World Blind Union The World Blind Union (WBU) is the global organization representing the estimated 338 million people worldwide who are blind or partially sighted.

The World Blind Union was formed in 1984 through the Union of the International Federation of the Blind (IFB) and the World Council for the Welfare of the Blind (WCWB). The first General Assembly, the Founding Assembly of WBU, was held in Riyadh, Saudi Arabia, 26 October 1984. Since then, another eight subsequent General Assemblies took place every four years in Madrid 1988, Cairo 1992, Toronto 19

96, Melbourne 2000, Cape Town 2004, Geneva 2008, Bangkok 2012, and Orlando 2016. The WBU is divided into six regions: Europe, Africa, North America and the Caribbean, Latin America, Asia, and Asia Pacific. At its beginning 60 countries were registered as WBU members, but the number rose to approximately 190 during the following 30 years. The use of three world languages--English, French, and Spanish--were adopted facilitating an efficient global communication among all members. Strengthening the activities of its six regional unions, WBU quickly became a powerful internationally recognized voice in the worldwide disability movement. Through the leadership of the WBU and its constitution, one of its achievements has been to provide a forum where blind and partially sighted persons established the right to speak for themselves. Eliminating prejudice, promoting belief in the proven abilities of blind and partially sighted people, as well as achieving full participation and equality in society, involves three of the main issues of WBU’s goals and objectives.

The World Blind Union was proud to be represented at the 13th Session of the World Urban Forum (WUF13) in Baku, Azerbaijan by Santosh Kumar Rungta, President of WBU.

As a global advocate for accessibility and inclusion, Santosh participated in important discussions on building inclusive, accessible, and resilient cities for persons with disabilities, including people who are blind, partially sighted, and Deafblind.

WUF13 brought together governments, civil society, organizations of persons with disabilities, and urban development leaders from around the world to help shape the future of sustainable urban development.

WBU remains committed to ensuring that accessibility and disability inclusion are central to the implementation of the New Urban Agenda and the achievement of sustainable and equitable cities for all.

L’Union mondiale des aveugles était fière d’être représentée à la 13e session du Forum urbain mondial (WUF13) à Bakou, en Azerbaïdjan, par Santosh Kumar Rungta, président de l’UMA.

La Unión Mundial de Ciegos se enorgulleció de estar representada en el 13.º período de sesiones del Foro Urbano Mundial (WUF13) en Bakú, Azerbaiyán, por Santosh Kumar Rungta, presidente de la UMC.

Como defensor mundial de la accesibilidad y la inclusión, Santosh participó en importantes debates sobre la construcción de ciudades inclusivas, accesibles y resilientes para las personas con discapacidad, incluidas las personas ciegas, con baja visión y sordociegas.

Accessible digital environments—websites, mobile applications, documents, and online services—are essential for people who are blind, partially sighted, and Deafblind to access information, education, employment, and community life.

Accessibility is not an optional feature. It is a fundamental requirement that supports independence, inclusion, and equal rights.

Today, we encourage organizations, developers, policymakers, and communities worldwide to prioritize accessibility from the start and to include persons with disabilities in the design and testing of digital technologies.

Together, we can build a more inclusive digital world.

The World Blind Union is deeply saddened by the passing of Dean Lermen González, who died on 4 May 2026 in Colombia.

Dean was a distinguished social communicator, journalist, university professor, and a highly respected leader within the movement of blind and partially sighted persons in Colombia and across Latin America. Throughout his life, he demonstrated an unwavering commitment to human rights, accessibility, inclusive education, and equitable access to information for persons with visual disabilities.

He served in several important leadership roles, including Director General of the National Institute for the Blind of Colombia (INCI) and President of CONALIVI. From 2020 to 2024, he was Secretary General of the Latin American Union of the Blind (ULAC) and also contributed to the World Blind Union as a member of its Executive Committee, helping to strengthen the global movement for inclusion and accessibility.

The World Blind Union extends its heartfelt condolences to his family, friends, colleagues, CONALIVI, ULAC, and the broader global community of persons with visual disabilities.

L’Union mondiale des aveugles est profondément attristée par le décès de Dean Lermen González, survenu le 4 mai 2026 en Colombie.

Dean était un communicateur social, journaliste et professeur universitaire de renom, ainsi qu’un leader hautement respecté du mouvement des personnes aveugles et malvoyantes en Colombie et à travers l’Amérique latine. Tout au long de sa vie, il a fait preuve d’un engagement indéfectible en faveur des droits humains, de l’accessibilité, de l’éducation inclusive et de l’accès équitable à l’information pour les personnes ayant une déficience visuelle.

Il a occupé plusieurs postes de direction importants, notamment celui de directeur général de l’Institut national pour les aveugles de Colombie (INCI) et de président de CONALIVI. De 2020 à 2024, il a été secrétaire général de l’Union latino-américaine des aveugles (ULAC) et a également contribué à l’Union mondiale des aveugles en tant que membre de son comité exécutif, contribuant ainsi à renforcer le mouvement mondial pour l’inclusion et l’accessibilité.

Dean fue un destacado comunicador social, periodista y profesor universitario, así como un líder altamente respetado del movimiento de personas ciegas y con baja visión en Colombia y en toda América Latina. A lo largo de su vida, demostró un compromiso inquebrantable con los derechos humanos, la accesibilidad, la educación inclusiva y el acceso equitativo a la información para las personas con discapacidad visual.

Desempeñó varios cargos de liderazgo importantes, incluyendo el de Director General del Instituto Nacional para Ciegos de Colombia (INCI) y Presidente de CONALIVI. Entre 2020 y 2024 fue Secretario General de la Unión Latinoamericana de Ciegos (ULAC) y también contribuyó a la Unión Mundial de Ciegos como miembro de su Comité Ejecutivo, fortaleciendo el movimiento global por la inclusión y la accesibilidad.

Earlier this week, we had the honor of hosting an inspiring and impactful gathering of leaders advancing opportunities for people who are blind, low vision, or visually impaired.

As the proud host of the World Blind Union North America & Caribbean Region meeting at our Alexandria headquarters, NIB welcomed partners from across the U.S., Canada, and the Caribbean for dynamic conversations, collaboration, and shared commitment to progress.

Together with organizations like the American Council of the Blind and the National Federation of the Blind, we’re driving forward accessibility, expanding opportunities, and strengthening global dialogue.

Thank you to everyone who joined us, both in person and virtually, for this energizing and meaningful convening.

Hosted by National Industries for the Blind in Alexandria, Virginia, the gathering brought together leaders from across the region, including Kenneth Suratt of the Trinidad and Tobago Blind Welfare Association.

The WBU is an internationally recognized organization representing 338 million people who are blind or have low vision across 190 member countries.
