Allen Siu Ming Chow, 73, of Oakville, Ontario, was arrested and charged with the following offences on Aug. 27:

Overcoming Resistance by Administering or Attempting to Administer a Drug
Sexual Assault Causing Bodily Harm
Voyeurism

Between December 2025 and April 2026, it is alleged that the accused met an adult female victim online and subsequently met with her in person on multiple occasions. During these encounters, the accused allegedly rendered the victim unconscious and unresponsive before sexually assaulting her. It is further alleged that the accused covertly recorded the assaults on his cellphone without the victim’s knowledge or consent.

Police believe there may be more victims.

UPDATE

Abdul Basit Raufi, 22, of Markham, Ontario, has been charged with four counts of sexual assault and one count of disguise with intent. The charges have not been tested in court.

Investigators are releasing the suspect’s picture as they believe there may be more victims. They add that the accused has ties to Brampton.

“The suspect is believed to have taken steps to alter his appearance and may have looked different at the time of the offences,” police said in Friday’s news release.

In December 2025, Daymien Alexander Kennedy, of Windsor, Ontario, was released on bail while facing multiple charges, including sexual assault, sexual interference, assault with a weapon (x 3), assault, publishing an intimate image without consent, mischief (x 2), and uttering threats. His release conditions included house arrest.

The charges stem from four separate incidents, including the alleged sexual assault of a six-year-old girl; an assault on a woman using a hot torch lighter; and an assault in which a woman was threatened and cut with a knife. Kennedy is also charged with publishing intimate images of a woman online without her knowledge or consent.

In April 2026, Windsor Police bail compliance officers conducted a routine compliance check and determined Kennedy had fled to Michigan, breaching the terms of his release.

Kennedy, 30, is wanted for failure to comply with a release order. After unsuccessful attempts to locate him, investigators are seeking the public’s assistance in determining his whereabouts.

Zachary Weinstein, 23, of Toronto, Ontario, was charged with sexual assault and sexual interference.

Weinstein runs a private coaching businesses out of the GTA and is known to conduct one-on-one practice near Milano Avenue and Martin Grove Road and Coronation Street and Morning Star Drive.

Police believe there may be more victims.

Toronto police have released images of a suspect accused of sexually assaulting a six-year-old child at a downtown park.

Police said they got a call on Tuesday afternoon to Roundhouse Park in the area of Bremner Boulevard and Lower Simcoe Street.

The child was playing on the trains in the park when the suspect walked up to them and allegedly sexually assaulted them.

Police said when the victim’s parent confronted the suspect, he sexually assaulted the child a second time before fleeing the area.

In a news release on Wednesday, police described the suspect as being 55 to 60 years old, five-feet-six inches tall with an average build, with a receding hairline with a bald crown, black and grey hair, and clean-shaven.

He was wearing prescription glasses with a silver metal frame.

Toronto Police say they are searching for a male suspect after a victim was sexually assaulted while walking in downtown Toronto on Saturday evening.

According to Toronto police, the incident happened shortly after 6 p.m. in the University Avenue and College Street area.

Investigators say the suspect and the victim were walking past each other on the sidewalk when the man allegedly sexually assaulted the victim.

The suspect then fled the area.

Police said the suspect is approximately 50 to 55 years old, standing between five-foot-four and five-foot-six and has a thin build.

He was described as being clean-shaven and was last seen wearing a dark blue “Fenwick” baseball cap, a grey hooded sweater with “Canada” printed on the front, black jogging pants, black Nike shoes with a green Nike symbol on the inner toe, and a black backpack.

Jan-Hoy Cassells, 30, of no fixed address was charged in connection with two alleged sexual assaults in Richmond hill, Ontario.

The first incident happened on Aug. 12, at around 3:15 p.m., in the area of Highway 7 and Bayview Avenue.

Then two days later, at around 11:30 a.m. in the same area, another girl was walking on a trail in the same area, and was sexually assaulted in the same way that the first victim was assaulted.

John Thompson, 52, of Mississauga, Ontario, has been charged with several offences, including two counts of making child sexual abuse and exploitation material, three counts of luring a person under 16 by means of telecommunication, making sexually explicit material available to a child under 18, and possession of child sexual abuse and exploitation material.

Over a span of seven months, police say he operated under multiple usernames, including “Scanner,” “Competentist,” “James Thomas,” “JP T” and “Confessionator.”

Police in York Region say they are searching for a suspect after three women were sexually assaulted within a week in Markham.

Police say all three assaults occurred between 6:30 p.m. and 7:30 p.m. in the area of Edward Jeffreys Avenue, between Markham Road and Roy Rainey Avenue. In each incident, police said the suspect was riding a bicycle.

The first incident occurred Aug. 10, at about 6:40 p.m. The victim was walking near Edward Jeffreys Avenue and Mingay Avenue when the suspect allegedly approached her and touched her for a sexual purpose before fleeing.

The second incident took place Friday near Edward Jeffreys Avenue and Roy Rainey Avenue, shortly before 7:30 p.m. Police allege the suspect rode past the victim before turning around, approaching her and sexually assaulting her. He then fled the area.

The third incident happened Monday at around 7 p.m. in the same area. Police say the suspect sexually assaulted the victim while riding past her.

Police described the suspect as a South Asian male with a medium complexion and straight, medium-length black hair. He is believed to be about 18 years old and was seen riding a bicycle that police say appeared to be too small for him.
