The Catholic Civil Rights League (CCRL) is pleased to announce that it has chosen Dr. Moira McQueen, LLB, MDiv, PhD, as the winner of the League’s annual Archbishop Adam Exner Award for Catholic Excellence in Public Life.

Dr. McQueen is a distinguished scholar and moral theologian who has served as a primary voice for Catholic bioethics in Canada for over two decades. Born in Scotland, Dr. McQueen earned her law degree from the University of Glasgow before moving to Canada, where she later shifted her focus to theology, earning both a Master of Divinity and a PhD from the University of St. Michael’s College at the University of Toronto.

For 21 years, Dr. McQueen served as the Executive Director of the Canadian Catholic Bioethics Institute (CCBI). In this role, she became one of the country’s most respected experts on the intersection of Catholic teaching and medical ethics. Her work has been instrumental in promoting Catholic teaching on the dignity of the human person amidst the illicit regime of euthanasia and assisted su***de and reproductive technologies.

Dr. McQueen has worked alongside the CCRL and other Catholic groups to defend conscience rights for healthcare workers and to ensure that the Catholic perspective is heard in the public square.

CCRL President Phil Horgan Defends Religious Freedom for the Catholic Bishops at the Supreme Court of Canada

Toronto, ON March 30, 2026 – The Catholic Civil Rights League (CCRL), Canada’s only lay organization devoted exclusively to combating anti-Catholic defamation and bringing Church teaching to bear on issues of public debate, is proud to announce that our President and General Counsel, Philip Horgan, recently appeared before the Supreme Court of Canada.

Horgan served as legal counsel for the Canadian Conference of Catholic Bishops (CCCB) to intervene in the landmark challenge against Quebec’s secularism law, Bill 21.

Bill 21 strictly prohibits certain government employees, including teachers, police officers, and judges, from wearing religious symbols such as crucifixes while at work.

During the extensive Supreme Court hearings, Horgan powerfully argued that Canada’s Constitution is “pluralist, neutral and pro-religion” and that any “attempt to regulate religion falls within federal jurisdiction”.

Rather than directly challenging the notwithstanding clause, the CCCB’s legal strategy focuses on the constitutional division of powers and the Catholic social teaching principle of subsidiarity.

Horgan argued that fundamental matters of public morals and religion must be allotted to the federal Parliament, as no province was given the power to unilaterally alter Canada’s beliefs about religion.

As highlighted in recent coverage by the Montreal Gazette, the CCCB’s written submission made it clear that Bill 21“turns the expression of religious belief, through the wearing of symbols, into something to be punished”.

Horgan and the CCCB boldly stated to the highest court in the land that “the prohibition of religious symbols manifests an outlook from the provincial government that denies the divine”.

Bearing Witness, Building Justice: A New Chapter for the CCRL’s Church Attacks Database

Toronto, ON August 20, 2025 – In recent years, Catholics across Canada have witnessed a sobering trend: a surge in attacks against our churches and sacred sites—often met with silence, confusion, or indifference.

Since 2021, acts of arson, vandalism, and desecration have multiplied, many of them explicitly targeting Catholics.

The Catholic Civil Rights League’s Church Attacks Database was created to confront this reality with clarity and conviction. By carefully documenting incidents across the country, the CCRL has built a public record where no official one exists—one that is now helping shape national and international awareness.

Now, this essential work is entering a new phase.

Coming Fall 2025: A Major Relaunch of the Database and Website

We are pleased to announce that a new and improved Church Attacks Database will launch in Fall 2025, alongside a fully revamped CCRL website.

This expanded version of the database will feature:

Improved navigation, filtering, and search capabilities

Interactive maps and visual tools to display the scale and location of incidents

Faster updates and more robust categorization

User-friendly reporting features to allow verified submissions

These upgrades will better serve researchers, journalists, legal advocates, policymakers—and the faithful—who seek truth amid a culture of disregard and amnesia.

The Church Attacks Database has already proven its value in shaping national conversation.

It has been cited by Canadian Catholic News, which reported in early 2024 that “at least 85 Catholic churches have been set ablaze or vandalized since late May 2021”—a figure drawn directly from the CCRL’s data.

Our database has drawn interest not only in Canada, but internationally, highlighting the transnational concern surrounding anti-Catholic violence.

One of the most notable endorsements came from Terry Newman, respected columnist and editor for the National Post, who has repeatedly drawn attention to the alarming pattern of attacks on churches. In a November 2024 opinion piece for the New York Post, she wrote:

“The wave of church arsons has continued… Attempts have been made to track the church attacks across Canada, but there is no single official site monitoring the attacks.”

Her remarks underscore why the CCRL’s initiative is so urgently needed—and why the work must continue and expand.

Terry Newman and others have rightly recognized what the Church Attacks Database represents: a response rooted not in retaliation, but in responsibility; not in outrage, but in truth.

The CCRL Welcomes the Election of Pope Leo XIV

We commend the College of Cardinals for their prayerful discernment in selecting a successor to Pope Francis.

In Pope Leo XIV, the Church now welcomes a new shepherd at a moment of great need—for clarity of teaching, courage in witness, and hope in the face of cultural and moral challenges.

As defenders of religious freedom and the rights of conscience in Canadian civil society, the CCRL looks forward to the leadership of Pope Leo XIV as a source of strength and renewed clarity.
