COTAPSA was formed in 1967, and is one of the oldest and largest Municipal Management Association in Canada

In 1998, following amalgamation, COTAPSA Inc. merged with other former Municipal Management Associations to become a single voice. It now proudly represents the majority of eligible non-union employees from across the City of Toronto. COTAPSA’s role is to represent the interests, views, and

concerns of its Members and to present such views to the administration and/or City Council. Also, COTAPSA promotes a high standard of conduct and efficiency in the civic service and promotes continuous co-operation with City Council. Furthermore, Employee Relations between non-union and management employees and the City of Toronto is regulated by COTAPSA. COTAPSA advises, advocates or acts on member issues such as:
- terminations
- severances
- discipline
- job evaluation
- terms & conditions of employment
- lost wages
- human rights complaints
