📌 Statement on the Protection of Canadian Sovereignty, Constitutional Institutions and Diplomatic Dignity.
Independent Voice of Canada calls upon the Government of uCanada and the Minister of Foreign Affairs to respond to repeated statements by United States President Donald Trump that question, diminish, or otherwise challenge Canada’s status as a sovereign and independent nation.
The repeated characterization of Canada as a potential or prospective “51st state,” together with references to Canada’s elected Prime Minister as a “governor,” cannot reasonably be treated merely as political rhetoric directed at an individual officeholder.
These statements concern something considerably more fundamental: the sovereignty of Canada, the constitutional authority of its institutions, the democratic legitimacy of its elected government, and the dignity of the Canadian state.
This is not merely a personal matter
Independent Voice of Canada emphasizes that the issue is not whether one agrees or disagrees with Prime Minister Mark Carney, former Prime Minister Justin Trudeau, or any other Canadian political leader.
Political leaders may be criticized. Governments may be challenged. Policies may be opposed. Such debate is an ordinary and necessary part of democratic relations between allied countries.
However, repeatedly portraying a sovereign country as though it were subordinate to, or could become part of, another sovereign state crosses a fundamentally different diplomatic and political threshold.
The office of the Prime Minister of Canada is an institution of the Canadian constitutional order. The Government of Canada derives its authority from Canada’s Constitution, democratic institutions, Parliament, and the Canadian people.
Accordingly, language that deliberately diminishes the Prime Minister’s constitutional office or portrays Canada as a subordinate jurisdiction should not be regarded solely as a personal insult to an individual Prime Minister.
It should be understood and addressed as a matter concerning the sovereignty and constitutional integrity of Canada itself.
Public statements alone are insufficient
Independent Voice of Canada recognizes that Canadian leaders have publicly affirmed Canada’s sovereignty and rejected the characterization of Canada as a U.S. state.
However, given the repeated nature and seriousness of these statements, IVC believes that public political responses alone are insufficient.
Where statements emanating from the highest political office of a foreign state repeatedly challenge or diminish the sovereignty and constitutional status of another sovereign state, the response should also be expressed through the established instruments of diplomatic relations.
Canada should not normalize conduct that, if directed against another sovereign state, would ordinarily warrant a formal diplomatic response.
IVC calls for a formal diplomatic response
Independent Voice of Canada therefore calls upon the Government of Canada, through the Minister of Foreign Affairs and Global Affairs Canada, to undertake appropriate formal diplomatic measures, including:
1. Recall Canada’s Ambassador to the United States for consultations.
The Ambassador should be recalled to Ottawa for formal consultations with the Government of Canada regarding the continuing statements concerning Canada’s sovereignty and constitutional status.
Such a measure would not constitute a termination of diplomatic relations. Rather, it would communicate that Canada considers the matter sufficiently serious to require direct consideration at the highest diplomatic level.
2. Summon the United States Ambassador to Canada.
Global Affairs Canada should formally summon the United States Ambassador to communicate Canada’s position directly and unequivocally.
3. Deliver a formal diplomatic démarche.
Canada should issue a formal diplomatic protest, through an appropriate diplomatic channel, expressing its objection to statements that characterize Canada as a prospective U.S. state or diminish the constitutional authority of Canada’s elected government.
4. Transmit a formal Note Verbale.
A written Note Verbale should be transmitted through diplomatic channels to the United States Government formally placing Canada’s objection on the diplomatic record.
The communication should make clear that Canada regards its sovereignty, territorial integrity, constitutional order, democratic institutions, and right to determine its own political future as matters that are not subject to unilateral characterization or negotiation by another state.
5. Make the diplomatic position publicly known.
Without compromising confidential diplomatic communications, the Government of Canada should publicly confirm that a formal diplomatic protest has been made.
Canadians should not be left with the impression that repeated statements challenging Canada’s sovereignty are being treated merely as political banter.
Canada must defend its institutions, not personalities
Independent Voice of Canada stresses that this position is not based on partisan politics.
The principle applies regardless of which political party forms the Government of Canada.
Today the Prime Minister is Mark Carney. Tomorrow, another Canadian may hold that office.
The institution remains.
Likewise, the sovereignty of Canada does not belong to one government, one political party, one Prime Minister, or one generation.
It belongs to Canada and to the Canadian people.
Consequently, defending the dignity and constitutional authority of the office of the Prime Minister is not the same thing as defending an individual politician from criticism.
Canada must be capable of distinguishing between legitimate political criticism and rhetoric that repeatedly diminishes the sovereign status of the Canadian state.
A firm response does not mean hostility
IVC does not call for hostility toward the United States or for the abandonment of the longstanding relationship between the Canadian and American peoples.
Canada and the United States remain neighbours, allies, trading partners, and close partners on numerous economic, security, environmental, and international matters.
Precisely because this relationship is important, it must be founded upon mutual respect, sovereign equality, and recognition of each country’s constitutional order.
Friendship between nations cannot require one country to remain silent when its sovereignty or democratic institutions are repeatedly diminished.
A strong diplomatic response is therefore not an act of hostility.
It is an affirmation of the principle that allies can disagree while still respecting one another’s sovereignty.
The principle at stake
Independent Voice of Canada believes that the international community cannot function on the principle that the sovereignty of smaller or neighbouring states may be casually diminished by more powerful states.
The same principle that Canada invokes in defending the sovereignty and territorial integrity of other nations must also apply to Canada.
Canada must therefore demonstrate that its own sovereignty, constitutional institutions, and democratic legitimacy are not negotiable and are not matters for another government to redefine unilaterally.
IVC’s position
Independent Voice of Canada therefore urges the Government of Canada to move beyond political rhetoric and employ the established instruments of diplomacy.
We call for:
the recall of Canada’s Ambassador to the United States for consultations;
the formal summoning of the United States Ambassador to Canada;
a formal diplomatic démarche protesting the statements;
the transmission of a formal Note Verbale to the United States Government;
and a clear public statement affirming Canada’s sovereignty, constitutional order, territorial integrity, and democratic independence.
These measures should not be understood as an attempt to personalize a dispute between political leaders.
They should be understood as the defence of a sovereign state and its institutions.
The Government of Canada has a responsibility to ensure that Canada’s constitutional order and sovereignty are defended not only through speeches, but also through the formal mechanisms of diplomacy.
Canada is a sovereign country.Canada is not a state of the United States.The Prime Minister of Canada is not a governor of the United States.Canada’s constitutional institutions are not subordinate to another government.
These are not matters of political interpretation.
They are fundamental principles of Canadian sovereignty.
Independent Voice of Canada calls upon the Government of Canada to defend those principles through the full and appropriate use of Canada’s diplomatic instruments.
