Canadian publishers are raising serious concerns about YourAlberta (Government of Alberta)’s proposed Bill 28, which would restrict access to certain materials in public libraries.
While framed as a measure to protect young people, the legislation risks undermining the core principles that libraries are built on: open access to information, intellectual freedom, and trust in trained professionals. It also introduces vague criteria, increases administrative burden, and opens the door to government overreach in library operations.
Public libraries already rely on the expertise of librarians to make thoughtful, context-sensitive decisions about collections and age-appropriate access. Imposing broad, top-down restrictions—without meaningful consultation—puts that system at risk and may disproportionately impact important Canadian works, including those focusing on 2SLGBTQIA+ experiences.
ACP, Canadian Publishers' Council, and Literary Press Group of Canada are calling on the Government of Alberta to withdraw the legislation and engage in meaningful consultation with the communities and professionals most affected.
