وضعیت آزادی بیان و فعالیت رسانه‌ای در افغانستان به مرحله‌ای «مرگ‌بار» و نگران‌کننده رسیده است. گروه طالبان در تازه‌ترین اقدام سرکوبگرانه خود، دایره محدودیت‌ها را فراتر برده و حضور کارشناسان در میزگردهای سیاسی را تنها مشروط به داشتن «کارت هویت مخصوص» از سوی وزارت اطلاعات و فرهنگ خود کرده‌اند.

این اقدام، تیر خلاصی بر پیکر نیمه‌جان تحلیل آزاد و مستقل است و با تمامی موازین بین‌المللی و ارزش‌های بنیادین آزادی بیان در تضاد مطلق قرار دارد.
همچنان بر اساس گزارش مرکز خبرنگاران افغانستان، از می ۲۰۲۵ تا می ۲۰۲۶، دست‌کم ۱۵۰ مورد نقض صریح آزادی رسانه‌ها به ثبت رسیده است. این آمار شامل: تهدیدهای سیستماتیک، بازداشت‌های خودسرانه، و خشونت‌های فیزیکی علیه خبرنگاران است.

این وضعیت، خبرنگاران و مدافعان حقوق رسانه را نگران ساخته و آینده این وضعیت را فاجعه بار میبینند که در آن صدای حقیقت به کلی خاموش شده و رسانه‌های آزاد به سوی نابودی کامل سوق داده خواهد شد.

بنیاد فهیم دشتی، ضمن ابراز نگرانی شدید از این خفقان حاکم، بار دیگر تأکید می‌کند که سکوت در برابر این جنایت علیه آگاهی، پذیرفتنی نیست. ما از جامعه جهانی، نهادهای حقوق بشری و سازمان‌های مدافع رسانه‌ها می‌خواهیم که فراتر از بیانیه‌های تشریفاتی، اقدامات عملی و فوری را برای توقف این روند و حمایت از خبرنگاران افغانستان روی دست گیرند.

حق دسترسی به اطلاعات و آزادی بیان، میراثی است که نباید در تاریکی استبداد گم شود.

The Dashty Foundation expresses its deep concern and profound regret over the news of the closure of Shamshad Television in Afghanistan. This action marks yet another sign of the severe restrictions on media freedom and the ongoing suppression of independent voices in the country.

For the past two decades, Shamshad Television has been one of the leading media outlets in Afghanistan, playing a vital role in informing, educating, and enriching the culture of the Afghanistan people.
The forced shutdown of this network by the ruling authorities is a serious blow to freedom of expression and the public’s right to access information. It reflects the rapidly shrinking space for media operations in Afghanistan, where journalists face unprecedented threats, pressure, and censorship.

The Dashty Foundation stands in solidarity with the management and staff of Shamshad Television and calls on the international community, media freedom organizations, and human rights institutions to take all possible measures to support independent Afghanistan's media and to prevent the complete silencing of free voices in Afghanistan.

Media freedom is the cornerstone of a free society.

اعلامیه مطبوعاتی بنیاد فهیم دشتی در پیوند به مسدود شدن تلویزیون شمشاد

بنیاد دشتی با نگرانی عمیق و تاسف فراوان از خبر مسدود شدن تلویزیون شمشاد در افغانستان آگاه گردید. این اقدام یکی دیگر از نشانه‌های محدودسازی شدید آزادی رسانه‌ها و سرکوب صدای مستقل در کشور است.

تلویزیون شمشاد در دو دهه گذشته یکی از رسانه‌های فعال در عرصه اطلاع‌رسانی، فرهنگ، و آموزش مردم افغانستان بود.
مسدود شدن این شبکه به‌دستور مقامات حاکم، ضربه‌ای سنگین بر پیکر آزادی بیان و حق دسترسی مردم به اطلاعات است. این اقدام نشان می‌دهد که فضای کاری رسانه‌ها در افغانستان روزبه‌روز تنگ‌تر می‌شود و خبرنگاران با خطر، فشار و سانسور بی‌سابقه‌ای روبه‌رو اند.
بنیاد دشتی ضمن ابراز همبستگی با مدیریت و کارکنان تلویزیون شمشاد، از جامعه جهانی، نهادهای مدافع آزادی بیان، و سازمان‌های حقوق بشری می‌خواهد تا با استفاده از تمامی ابزارهای ممکن برای حمایت از رسانه‌های مستقل افغانستان و جلوگیری از خاموشی کامل صدای آزاد در افغانستان اقدام کنند.

آزادی رسانه‌ها، پایه و اساس جامعه آزاد است.

در پیوند به ممنوعیت حضور بانوان خبرنگار در کنفرانس مطبوعاتی سفارت افغانستان در دهلی جدید

بنیاد فهیم دشتی حذف بانوان خبرنگار از کنفرانس مطبوعاتی امیرخان متقی، سرپرست وزارت خارجه‌ی گروه طالبان، را به شدیدترین الفاظ محکوم می‌کند. این اقدام آشکارا نقض اصول دموکراسی، آزادی بیان، برابری جنسیتی و تعهدات بین‌المللی در زمینه‌ی حقوق بشر است. در همین حال، این بنیاد از اعتراض دسته‌جمعی جامعه‌ی خبرنگاران و رسانه‌های هندوستان طی دو روز گذشته تمجید کرده و مجبور کردن امیرخان متقی برای برگزاری کنفرانس مطبوعاتی برای دومین بار و با حضور بانوان خبرنگار، که امروز در سفارت افغانستان در دهلی برگزار شد، را اقدامی جسورانه خوانده و به اهل رسانه هندوستان تبریک می‌گوید.

رفتار دیروز متقی در حضور وزیر خارجه‌ی هند، نه تنها توهین به شأن و جایگاه زنان افغانستان است، بلکه نشان‌دهنده‌ی رسمیت یافتن زن‌ستیزی در مناسبات رسمی این گروه می‌باشد. این اقدام می‌تواند برای جهان نمایان‌گر آن باشد که زنان افغانستان، به‌ویژه جامعه‌ی خبرنگاران و رسانه‌های کشور، در چهار سال گذشته تحت سلطه‌ی این رژیم تا چه اندازه محدود، منزوی و هدف تبعیض سیستماتیک قرار گرفته‌اند. این رفتار پیام روشنی از حذف آگاهانه‌ی زنان از عرصه‌های عمومی و رسانه‌ای افغانستان دارد و جامعه‌ی جهانی نباید در برابر چنین بی‌احترامی سکوت اختیار کند.

بنیاد فهیم دشتی از نهادهای بین‌المللی، سازمان‌های خبرنگاری و مدافعان حقوق بشر به ویژه در کشور هند که بزرگترین دموکراسی جهان محسوب می‌گردد، می‌خواهد تا نسبت به این نقض آشکار آزادی رسانه‌ها و حقوق زنان واکنش جدی نشان دهند و برای حمایت از خبرنگاران، به‌ویژه زنان خبرنگار، اقدام عملی و مؤثر انجام دهند.

Regarding the ban on the presence of female journalists at the press conference of the Afghanistan Embassy in New Delhi

The Faheem Dashti Foundation strongly condemns the exclusion of female journalists from the press conference of Amir Khan Mutaqi, Acting Minister of Foreign Affairs of the Taliban. This action is a clear violation of the principles of democracy, freedom of expression, gender equality, and international commitments to human rights. At the same time, the Foundation praised the collective protest by the journalist community and media in India over the past two days, describing the forcing of Amir Khan Mutaqi to hold a second press conference with the presence of female journalists, which took place today at the Afghanistan Embassy in New Delhi, as a courageous act, and congratulates the Indian media for this initiative.

Yesterday’s behavior of Mutaqi, in the presence of India’s Foreign Minister, was not only an insult to the dignity and status of Afghanistan’s women, but also indicates the formalization of misogyny in the official dealings of this group. This action can signal to the world how Afghanistan’s women, particularly journalists and media professionals, have been systematically restricted, isolated, and discriminated against under this regime over the past four years. Such conduct sends a clear message of the deliberate exclusion of women from public and media spaces in Afghanistan, and the international community must not remain silent in the face of such disrespect.

The Faheem Dashti Foundation calls upon international organizations, journalist associations, and human rights defenders—especially in India, the world’s largest democracy—to respond firmly to this blatant violation of media freedom and women’s rights, and to take concrete and effective measures to support journalists, particularly female journalists.

Statement of the Martyr Dashti Foundation on the Disruption of Internet Services in Afghanistan

The Martyr Dashti Foundation, as an institution dedicated to defending freedom of expression, free media, and citizens’ right to access information, expresses its deep concern over the widespread disruption of internet services across Afghanistan.

The denial of internet access has not only disrupted the daily lives of millions of Afghans but has also posed a grave threat to freedom of expression, independent media, civil society, and the free flow of information.

The Martyr Dashti Foundation calls on international organizations to take immediate and decisive action against this repressive measure—strongly condemning it and working to facilitate the provision of free internet services for the people of Afghanistan, particularly journalists, civil activists, and young people engaged in online education.

Such measures will both counter the Taliban’s attempts to suppress the free flow of information and ensure that Afghanistan’s youth are not deprived of educational and scientific opportunities.

اعلامیه بنیاد شهید دشتی در پیوند به قطع خدمات انترنت در افغانستان

بنیاد شهید دشتی به‌عنوان نهاد حامی آزادی بیان، رسانه‌های آزاد و حق دسترسی شهروندان به اطلاعات، نگرانی عمیق خود را از قطع گسترده خدمات انترنت در سراسر افغانستان ابراز می‌دارد.

قطع دسترسی به انترنت نه‌تنها زندگی روزمره میلیون‌ها شهروند را مختل ساخته است، بلکه آزادی بیان، فعالیت رسانه‌ها، کار نهادهای مدنی و جریان آزاد اطلاعات را نیز با تهدیدی جدی مواجه کرده است.

بنیاد شهید دشتی از سازمان‌های بین‌المللی می‌خواهد تا در برابر این اقدام محدودکننده واکنشی فوری و قاطع نشان داده و ضمن تقبیح آن، زمینه فراهم‌سازی خدمات رایگان انترنت برای مردم افغانستان ـ به‌ویژه خبرنگاران، فعالان مدنی و جوانانی که در دوره‌های آموزشی آنلاین مصروف فراگیری دانش‌اند ـ را مهیا سازند.

این اقدام از یک‌سو مانع خاموش‌سازی جریان آزاد اطلاعات توسط طالبان خواهد شد و از سوی دیگر فرصت‌های آموزشی و علمی جوانان افغانستان را از خطر محرومیت نجات خواهد داد.
