A coalition of more than 50 screen-sector organizations, including NABET 700-M Unifor has released an open letter calling on the federal government to preserve the CRTC’s proposed 15% Canadian Programming Expenditure requirement on foreign streamers.

The joint statement gives appreciation for the government’s $600 million per year commitment but recognizes that the discretionary spending is subject to political pressure. The letter urges the government to ensure that new policy directions preserve the principle that foreign streaming services must make meaningful, predictable and enforceable contributions to Canadian programming.

Canada’s screen sector is aligned in its view that a predictable, balanced regulatory framework is vital to supporting hundreds of thousands of Canadian jobs, attracting private investment, and sustaining industries that generate billions of dollars in economic activity across every region of Canada.

Unifor is denouncing the federal government’s reported decision to eliminate contribution requirements for American streaming services under the Online Streaming Act, calling it a crushing blow to Canadian media workers, local news and Canada’s cultural sovereignty.

“The federal government is abandoning one of the most important measures designed to strengthen Canada’s broadcasting system and support Canadian media workers,” said Unifor National President Lana Payne. “The Online Streaming Act was about ensuring the world’s largest streaming companies contributed fairly to the Canadian broadcasting system they profit from.”

For clarity, this by-laws amendment does not include the recent dues increase amendment that was just voted on, however it does complete the full revision process that was begun by the local in 2021.

Dear Members,

As communicated yesterday, due to technical difficulties at Sunday’s Special Called General Meeting the vote was moved online and only the members in attendance on Sunday were eligible to vote as per our bylaws, section 5.5 Dues and initiation fees can only be amended by a two-thirds vote of the membership in attendance at a meeting called for such purpose. The reason for this is because the discussion portion of this type of meeting is incredibly important to inform your vote.

Both votes have passed with well over 2/3 in favour and we will be implementing both increases starting January 1, 2027.

For clarity, the new bylaws will read:

Section 5.3 Dues for members will be eight hundred dollars ($800.00) a year, to be paid on the first day of each quarter - quarterly payments of two hundred dollars ($200.00) to be paid in January, April, July and October. If a member pays the full amount at any point in the year, the dues will be reduced by fifty dollars ($50.00) for that year.

An additional percentage of gross wages, to a maximum of two percent (2%) capped at one thousand dollars ($1000.00) per calendar year, will be deducted by Production for Membership Working Dues and submitted to NABET 700-M UNIFOR on your behalf. The working dues percentage will be reviewed annually, when preparing and presenting the yearly budget.

This Sunday, July 19th, is our special called GM to discuss the dues increases. It will be held hybrid in 301 and over Zoom from 1-3pm.

The Executive Board is recommending an increase to quarterly and working dues. If passed, this will be the first change to our dues structure in over 20 years.

Votes will be held separately for the quarterly dues increase and working dues increase. It will be a secret ballot vote, and will require 2/3 support to pass. You must be in attendance virtually or in person at the meeting to vote.

Inactive members - we have revised the inactive status policy to align it with our (not yet returned) 2022 Bylaws amendments to allow inactive members to participate in union activites while on compassionate leave. This means you are also welcome to attend this meeting. You will receive communication about it via email tomorrow.

The quarterly dues increase proposal is a $50/quarter increase (from $150/quarter to $200/quarter). The $50 discount for paying 1 year in full will remain in place.

The working dues increase proposal is to uncap the working dues at a maximum of 2%, with the percentage to be discussed and approved each year with the yearly budget.
