Tb Urban Aboriginal Strategy In 2003, the Thunder Bay Urban Aboriginal Strategy Pilot was launched with a focus on child and family poverty issues.

A community plan was developed to identify factors contributing to the poverty levels of Aboriginal families and children. As a result of the extensive review, the Strategic Community Action Plan; “Circle of Certainty” was completed. A community meeting was organized to determine priority areas and to define workable solutions for poverty issues identified.
