NAPE Home Care Workers This is a page for Newfoundland and Labrador Association of Public and Private Employees (NAPE) Home and Youth Care Workers.

NAPE FACEBOOK PAGE STANDARDS:

Harassment and Bullying:
Bullying and harassment happen in many places and come in many different forms – from using offensive and malicious language, to making threats. We do not tolerate this kind of behavior because it prevents our members and staff from feeling safe and respected. We allow constructive discussion, which often includes critical commentary. The p

age administrator, however, has an obligation to maintain a safe space and will remove all malicious comments and ban the author from the page to maintain a respectful environment. Context and intent matter, and the page administrator will use tools available on Facebook to help protect against content that is intended to intimidate or exclude. While discussions may become heated and can be political in nature, there is a distinct difference between a passionate discussion and one that is intended to offend and harm. Misinformation:
It is important to be clear and factual as misinformation is harmful to our collective work. Comments or replies containing false or misleading information will be hidden. Language and Trolling:
As a public, family-friendly page, we have zero tolerance for bullying or harassment of any kind. Negative comments relating to people’s race, religion, culture, sexual orientation, gender, or identity are also not allowed. Hate speech, bullying, or harassment in your comments or replies will get you blocked immediately. This constitutes the use of any kind of offensive, discriminatory, or otherwise inappropriate content.

The new Joint Group Insurance Plan officially began on May 1st with some 2200 members registered for the plan in the Group of 22, with a recent addition of Caregivers.

This is a monumental accomplishment for our members to finally have a group insurance plan. In the first two weeks alone members have received and pay outs of almost $50,000 in claims!

There has hard work to make this happen, especially from NAPE Representatives, and in the weeks, months and years to come, as issues arise the NAPE committee representatives will continue to monitor the plan.

As you know, the most recent collective agreement included a monumental Memorandum of Understanding (MOU) which established a Joint Insurance Plan, a first for the profession and a huge win for workers.

After many months of ongoing negotiations, the implementation date is now officially May 1st. Your insurance booklets with details about your benefits, including how to file a claim, will be provided to you from Blue Cross, your new insurance provider.

All employers will have their own booklet.

In the meantime, if you have any questions about your insurance plan, you can contact Blue Cross directly at 1 800 667 4511

The creation and implementation of a Joint Insurance Plan is a huge step forward after years of advocacy by your Union, and it will benefit workers for years to come.

Solidarity!

As you know, the most recent collective agreement included a monumental Memorandum of Understanding (MOU) which would establish a Joint Insurance Plan, a first for the profession and a huge win for workers.

The process:

The undertaking of a creating a Joint Insurance Plan with representatives from all parties involved, including the insurance provider, is one that takes considerable time and effort to ensure workers are getting the best insurance plan. The Committee brought together representatives from NAPE Homecare and the 22 agencies for this joint process.

Timeline:

The original timeline outlined in the MOU indicated a start date of April 1st, however, this date was based on a much earlier ratification in the spring of 2024, which was not the case.

The original implementation date did not reflect the longer conciliation period, the additional voting period, and the much later ratification date. Again, this process requires due diligence by all parties involved and therefore, a substantial amount of time is needed.

The new target implementation date is now May 1st, and best efforts by all parties involved, including the insurance provider, will be made to reach that date.

Provider update:

An exciting update that we can share at this time is that the provider will be Medavie Blue Cross. Further details on the plan will be detailed closer to the implementation date.

The creation and implementation of a Joint Insurance Plan is a huge step forward after years of advocacy by your Union, and it will benefit workers for years to come.

We understand that many are wondering when to expect your retro pay and that you may be getting conflicting messages.

Retro pay is the sole responsibility of your employer.

Though the Group of 22 negotiated the Collective Agreement together, and TLC and Caregivers have ratified their agreements, each agency is their own entity and will approach payroll independently. Your Union has been in communication with both the Department and the Chief negotiators for the Home Care agencies to get this done for all workers, however, no confirmed date is available for all agencies.

Your employer is the only source able to advise on their timelines for payment.

Thank you for your patience, support, and solidarity over the course of the past few months as your team worked to reach a tentative agreement. This was a very difficult round of bargaining and your team worked extremely hard to ensure you received a fair deal.
We want to thank every single member who engaged in this process, asked the tough questions, reviewed the materials carefully, spoke to others, and cast their vote. We are stronger together
