Position Overview

The ArcGIS Enterprise Analyst will support the Saskatchewan Aboriginal Land Technicians (SALT) in advancing land stewardship, resource management, and Indigenous data sovereignty through geospatial technologies. This role focuses on integrating GIS tools with Indigenous knowledge systems to support land-related decision-making, planning, and community priorities.
The ideal candidate combines strong technical expertise in Esri’s ArcGIS with a deep respect for Indigenous cultures, traditions, and governance systems.

Key Responsibilities
• Develop, manage, and maintain geospatial datasets related to reserve lands, traditional territories, natural resources, and infrastructure
• Utilize Esri’s ArcGIS tools (e.g., ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online) to produce high-quality maps, dashboards, and spatial analyses
• Collaborate with Indigenous communities to incorporate Traditional Knowledge into GIS projects in a culturally appropriate and ethical manner
• Support land management initiatives, including land use planning, environmental monitoring, and consultation processes
• Conduct spatial analysis to inform decision-making on land development, stewardship, and resource use
• Provide technical ArcGIS Enterprise support and training to Indigenous land technicians and community staff
• Ensure data governance aligns with Indigenous data sovereignty principles (e.g., OCAP® principles)
• Assist in the development of GIS standards, protocols, and documentation
• Work with interdisciplinary teams, including environmental specialists, planners, and community leadership

Qualifications

Education & Experience

• Diploma or degree in Geography, GIS, Environmental Science, or a related field
• 2–5 years of experience working with GIS technologies, preferably using Esri ArcGIS platforms
• Experience working with Indigenous communities or organizations is a strong asset

Technical Skills

• Proficiency in ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online, and Esri applications
• Experience with spatial data management, geodatabases (Azure), GPS data collection and web server applications (e.g., tablets, Survey 123)
• Knowledge of remote sensing, data visualization, and spatial analysis techniques
• Familiarity with scripting (e.g., Python for ArcGIS) is an asset
Knowledge & Competencies
• Understanding of Indigenous land management practices and cultural protocols
• Knowledge of Indigenous data sovereignty and ethical data practices
• Strong analytical, problem-solving, and organizational skills
• Excellent communication and interpersonal skills
• Ability to work independently and collaboratively in a community-focused environment

Position Summary
Yellow Quill First Nation is seeking a knowledgeable, community-focused, and highly organized Lands Manager to oversee the administration, planning, and protection of reserve lands and natural resources. The Lands Manager plays a key leadership role in advancing community priorities, supporting economic development, protecting environmental and cultural values, and ensuring compliance under the Indian Act or the First Nations Land Management Act and the community’s Land Code. Position Responsibilities
Land Administration
• Manage land transactions including leases, permits, designations, a d allotments
• Maintain accurate land records and registry systems
• Process applications and ensure regulatory compliance
• Liaise with Indigenous Services Canada and other regulatory bodies
Land Use Planning & Environmental Stewardship
• Develop and implement land use plans

Organization Summary:
Saskatchewan Aboriginal Land Technicians (SALT) is an Indigenous led non-profit organization that provides space for First Nation land technicians to circulate ideas and strategies relating to effective land management. A key activity to supporting First Nations in managing their lands inclusive of their customs and traditions, while enhancing community prosperity and self-determination.

Position Summary:
As a Solid Waste Community Navigator, you are a member of the Solid Waste Management and Recycling Team within SALT. You will act as a liaison for Saskatchewan First Nations looking to manage and improve solid waste systems. This position includes providing strategic guidance and creative solutions to waste management on First Nation land. You should have a fundamental understanding of solid waste management including diversion options like recycling and organics.

Under the supervision of the Solid Waste Team Lead, the Solid Waste Community Navigator will provide advice and assistance to First Nations on-going operations of waste management and recycling programs in Saskatchewan. It is critical that you are comfortable answering basic questions regarding how to reduce waste and recycling options in the province and know how to connect community members with the appropriate organization for detailed information and support. Training both formal and informal on waste management will be provided. This position will require a mix of in-office and onsite work, overnight travel may be required.

Key Goals and Objectives:

• Engage and build relationships with landfill or transfer station staff, Lands and Public works staff, and community members.
• Assist with asset upgrades, operational improvements, optimization, and innovation in solid waste practices.
• Assist in organizing and delivering educational and awareness sessions with a focus on waste management best practices.
• Provide technical support training, and professional development to a portfolio of First Nations, including strategies to overcome challenges in solid waste management.
• Provide monthly written updates to the Solid Waste Team Lead regarding activities and progress, including community trends or waste management issues encountered.
• Provide input for the annual public report on activities, challenges, issues, and successes relating to all activities undertaking by the solid waste unit.
• Attend conferences, workshops, and symposiums to promote the Solid Waste Management Unit.
• Assist with the development of resources to support landfill staff, and community champions in their waste minimization efforts.
• Assist with preparing an annual report that documents the process undertaken with the communities, including photos, monthly updates, successes and challenges, detailed summary of materials removed from the community, education and capacity building needs and opportunities, and tangible waste minimization results.
• Look for opportunities to build partnerships with other communities and organizations, and address challenges in removing materials.
• Participate in training, including informal (e.g. with Producer Responsibility Organizations) and formal (e.g. SWANA Landfill Operator Basics Training).
Skills, Experience and Characteristics:
• Knowledge of sustainable solid waste management practices, including composting, in Saskatchewan.
• Familiarity with First Nation governments, their function and structure.
• Excellent interpersonal and communication skills with the ability to establish credibility with varied stakeholders.
• Ability to listen actively to and respect, consider and incorporate the views of others.
• Ability to work alone effectively and as part of a team.
• Ability to think creatively to find solutions and see opportunities.

Judith Wasacase - ATR Specialist

Hi, I’m Judy Wasacase from the Kahkewistahaw First Nation. I am an ATR (Additions to Reserve) Specialist with the Saskatchewan Aboriginal Land Technicians. Since 2007, I’ve worked with various First Nations and organizations, starting at the Federation of Saskatchewan Indian Nations – Lands and Resources Secretariat. I became a certified land manager in 2018 from the National Aboriginal Land Managers Association.
My experience includes land management for my nation, focusing on policy development and community involvement, as well as working with Treaty One in Winnipeg on Naawi Oodena, a 109-acre urban development. I led the passing of four joint reserve land codes that enable Treaty One to develop land outside the Indian Act.
I’m passionate about helping First Nations regain land and ensuring community involvement in sustainable development for future generations.
