Stroll In The Park For Kids Who Bark Stroll In The Park For Kids Who Bark, based in St. Thomas, Ontario Canada, is a personal fund-raising challenge to support local pet rescue.

SITPFKWB is held annually in September. Peggianne Wright is a serious lover of all things canine! For the past 30-odd years, she has been a fur-kid mom and advocate for the health, safety, and well-being (both physical and mental) of fur-kids. She is also an aspiring writer attending countless workshops, seminars, and webinars to further enhance her craft and has written some canine-related short

stories. Her life is a blend of these loves.

18 years ago when the tiny Norfolk Terrier boy Peggianne and her husband named Thomas Magnum joined their family, she began delving deep into the canine world to understand and provide the best possible life him. From that was born Peggianne's small home-based business, The Norfolk Nibbles Treat Boutique; a bakery of fresh, preservative-free gourmet biscuits and treats for dogs. As time passed, she continued to add to her resume including stints as Editor & Publisher of The Norfolk Nibbler (The Official Publication of The Norfolk Nibbles Treat Boutique), Editor of the Norfolk Natter (The Official Publication of the Norfolk Terrier Club of Canada) and Editor and Publisher of her own blog, The Norfolk Nibbler. She also served as editor on many non-dog related publications during her 36 year business career. To further engage her sense of community, Peggianne became active in a number of community groups including the Animal Welfare Advisory Committee of London, ON and serves as a board member for the Animalert Pet Rescue group. Peggianne's proudest accomplishment to date is the charity fundraiser she founded in September 2013 called Stroll In The Park For Kids Who Bark. This month-long event takes place each September when Peggianne, an avid walker, donates .50 cents for every kilometer she walks during the month and invites folks to either sponsor her or pledge lump sum donations. Besides attending speaking engagements to share the SITPFKWB story, Peggianne's event has blossomed to include "Stroll Along Sunday" on the last weekend of September, with various pooch-related vendors setting up shop and folks signing up to gather pledges and come out to the park with their family and fur-kids to spend the afternoon. However, Peggianne put SITPFKWB on hiatus in 2016 and created Paces for Peg in support of the Parkinson Society of Southwestern Ontario, in honour of her mom Peg who suffers from PD. Since 2013, Peggianne has raised thousands of dollars in donations for two very important causes. Over the years, Peggianne has connected with hundreds of like-minded folks to discuss and share information and ideas regarding the canine world. She has attended workshops and webinars and spent endless hours researching such topics as nutrition, training, grooming, and understanding psychological issues in our canine companions. With her intense love of dogs, her dog biscuit business, and her charity fundraiser, Peggianne has a natural tendency toward being an educator. Peggianne and her husband Bill are both retired and spend their winters in Arizona and summers at their home in St. Thomas, Ontario Canada with their three fur-kids Miss Joee, Jacob-Milo, and Jeffrey.

The PUPS Act was introduced with the promise of protecting dogs, but in its current form, it is failing the very animals it was meant to help.

The harsh reality is this: shutting down a puppy mill is already incredibly difficult. Mills operate in secrecy, move animals quickly, and exploit gaps in enforcement. Effective oversight requires traceability and accountability. Yet the PUPS Act does not require breeders or large scale sellers to register. Without a registration system, there is no reliable way to track who is breeding, where animals are coming from, or how many dogs are being produced. Enforcement becomes reactive instead of preventative.

A law that cannot identify who it governs cannot meaningfully regulate an industry. Responsible breeders already operate transparently. It is the unethical operators, the mills, who remain invisible under this framework. In fact, many puppy mill owners view the PUPS Act as a joke. They are not remotely concerned about it, because without registration and meaningful oversight, the law poses little real threat to their operations.

Many people ask why some rescues step in to move dogs from mills even when those mills remain operational. The reason is heartbreaking but simple: without intervention, those dogs are often killed. There are currently few immediate repercussions for mill owners who dispose of animals they can no longer profit from. Rescues are forced into an impossible position, to step in and save lives now, or risk those dogs being destroyed while waiting for a system that lacks the tools to act quickly or decisively. This is not a rescue endorsement of mills; it is a life-saving emergency response in the absence of effective regulation.

As a community of dog lovers, we must also have an honest conversation with another part of our own community: buyers. The demand for impulsively purchased dogs, especially through platforms like Kijiji and social media pages is what keeps these operations profitable. When people fixate on a breed and purchase without researching the source, they unintentionally fuel the very system that causes suffering. Reducing demand is just as critical as strengthening laws.

We are asking our community to contact your MPP and demand stronger protections. Tell them:

The PUPS Act lacks mandatory breeder registration, making enforcement nearly impossible. Without proactive oversight, dogs will continue to suffer in unregulated facilities. Rescues are being forced to fill gaps left by weak legislation and Ontario needs a comprehensive registry and enforceable standards that actually target mills that is actionable and not symbolic in nature.

Contact your representative at the Legislative Assembly of Ontario and ask them to strengthen this legislation. Animals cannot advocate for themselves, they rely on us to demand laws that work in practice, not just on paper.

Real protection requires real accountability.
