Information Page Purpose and Expectations

This page is intended to share factual information, policies, and updates so members can remain informed and engaged.

Respectful discussion is welcome. However, comments that are disrespectful, misleading, or intended to intimidate or bully will not be entertained and will be addressed accordingly.

If you do not agree with the information being shared, you are free to move on. This space is not for conflict, it is for transparency.

The information posted here is grounded in policy and governance requirements. Financial reporting, audits, and disclosure to members are not optional, they are established obligations within Upper Nicola Band governance frameworks. 

This page will continue to focus on sharing accurate information for the benefit of members. Efforts to disrupt that purpose will be managed, including removal or blocking where necessary.

📢 Questions Members Have – Governance & Transparency

Since the new Chief and Council were sworn in on March 31, 2026, members have been waiting for updates and information.

Right now, there has been little to no public posting, so these are questions members have.

These questions are not random.
They fall under members’ rights to transparency, accountability, and access to information under:

* First Nations Financial Transparency Act
* First Nations Fiscal Management Act
* Upper Nicola Band Financial Administration Law (FAL)
* Upper Nicola Band Governance Policy

These laws and policies require disclosure of financial information, decisions, and governance processes to members.



🏛️ Council Meetings & Records

* How many Council meetings have been held since March 31?
* Where are the meeting minutes?
* What is the current Council meeting schedule?
* When will minutes be shared with members?

➡️ Members have a right to understand decisions being made on their behalf.



💰 Finance & Audit Committee

* Has the Finance and Audit Committee been appointed or confirmed?
* Who are the members?
* When did they first meet?

➡️ This is required under financial governance laws and policies for oversight and accountability.




📊 Financial Reporting

* What financial reports (monthly or quarterly) have been completed since swearing-in?
* When will those reports be shared with membership?
* What is the reporting schedule moving forward?

➡️ Financial reporting must be prepared regularly and shared with members.




📂 Transparency & Access to Information

* Where can members access Band Council Resolutions (BCRs), meeting minutes, and reports?
* Why has nothing been posted since swearing-in?
* When will a clear system for member access be put in place?

➡️ “Disclosure” means making information available to members.




⚖️ Decision-Making & Authority

* Has the delegation of authority been reviewed or updated?
* Who is currently responsible for financial and operational approvals?

➡️ Governance policy requires clear roles, authority, and accountability.



📅 Budget & Planning

* Has Council reviewed or approved the current budget and multi-year financial plan?
* When were planning sessions held?

➡️ These are mandatory planning requirements under financial law.




📁 Accountability

* Where is the official record of decisions made since March 31?
* Who is responsible for maintaining and sharing those records?

➡️ Records must be maintained so decisions are reviewable and defensible.

Can Council provide a full public update covering:

* Meeting dates
* Minutes
* Committee appointments
* Financial reporting
* All decisions made since swearing-in



These are reasonable questions.

They are grounded in law, policy, and member rights.

Members are not outsiders.
We are rights-holders, and we deserve to be informed.

For Upper Nicola Band members living in or traveling to the United States

Sharing this for awareness and safety.

If you are contacted or detained by ICE, you have rights. You have the right to remain silent, the right to ask for a lawyer, and the right not to sign anything you do not understand.

As Indigenous people born in Canada, some of us may have Jay Treaty rights, which can include the right to enter, live, work, or study in the U.S. These rights are not automatic, but you have the right to raise them and ask for legal review.

If detained:
Stay calm. Ask for a lawyer. Ask to contact the Canadian Consulate.

Carry with you at all times:
• Government photo ID or passport
• Proof of Indigenous identity (Status card or Band letter)
• Proof of Canadian birth (if available)
• Emergency contact information

🪶 Saving Space vs. Being Accountable

At our recent Band AGM, the Chief from Upper Nicola Band spoke about “holding space” during the meeting. I want to share my perspective on this, with respect to our traditions, our Elders, and our people.

In our culture, holding space is important—we create room to listen, to heal, and to respect one another. But an AGM is not a talking circle. It is the one time in the year where leadership is required to be transparent, answer questions, and be accountable to the membership. Respect also means answering to the people who have entrusted you with leadership.

When I spoke out about being sued by my own Band as a member, I did so with the understanding that our people deserve clarity and fairness. Speaking truth is not disrespect, it is part of our responsibility to one another.

I believe we can carry both: the cultural values of respect and listening, and the governance duty of accountability and honesty. That balance is how we honour our Elders, our culture, and our people.

Because at the end of the day, this isn’t just about space, it’s about trust and accountability to the people.

You are a voice. A powerful voice.
And together, we are louder, stronger, and unstoppable.
