L’Association chrétienne des parents-éducateurs du Québec (ACPEQ) est une organisation chrétienne bilingue, sans but lucratif, qui vise à informer, soutenir et encourager les familles ayant choisi d’enseigner à leurs enfants à la maison, ou qui le considèrent. L’ACPEQ entend soutenir les parents dans leur responsabilité d’éducateurs, les aider à « équiper » leurs enfants, pour qu’ils prennent leur
envol dans la vie, exercent avec excellence leurs dons et leurs talents, et ainsi qu’ils puissent faire une différence dans leur communauté. Si vous croyez qu’il revient d’abord et avant tout aux parents de voir au bien-être, à la socialisation et à l’éducation de leurs enfants, vous êtes ici chez vous ! Concrètement, cela se traduit pour l’ACPEQ par cette philosophie, énoncée comme suit :
1. L’ACPEQ estime qu’il revient d’abord et avant tout aux parents de voir au bien-être, à la socialisation et à l’éducation de leurs enfants, peu importe leur philosophie de l’éducation.
2. L’ACPEQ favorise d’abord l’éducation et la socialisation des enfants dans le cadre naturel qu’est la famille.
3. L’ACPEQ reconnaît que l’État a un intérêt dans l’éducation des enfants, mais elle affirme qu’un tel intérêt est subordonné à la responsabilité des parents à cet égard.
4. L’ACPEQ estime que le droit à l’éducation à la maison n’inclut pas seulement le droit de choisir l’endroit où l’éducation a lieu, mais aussi le droit d’en déterminer le contenu, les méthodes et le moment propice.
5. L’ACPEQ maintient que l’évaluation des enfants fait partie intégrante du processus éducatif et que, par conséquent, les parents ont le droit ultime et la responsabilité de déterminer les modalités de l’évaluation.
6. L’ACPEQ maintient que l’État doit exercer son intérêt dans l’éducation des enfants par les moyens les moins envahissants.
7. L’ACPEQ pratique et recommande, en conformité avec sa philosophie, une politique d’interaction constructive dans ses relations avec les fonctionnaires du ministère de l’Éducation (spécifiquement les fonctionnaires de la DEM) et les administrateurs des commissions scolaires. In concrete terms, this translates into the following philosophy for ACPEQ:
1. ACPEQ believes that it is first and foremost up to parents to ensure the well-being, socialization and education of their children, regardless of their educational philosophy.
2. ACPEQ is dedicated to the education and socialization of children within the natural setting of the family.
3. ACPEQ acknowledges that the state has an interest in the education of the young but asserts that such interest is secondary to the responsibility of parents over education.
4. ACPEQ believes that the right to home education includes not merely a right over the place in which the education occurs but a right to determine the content, process, and timing of this education.
5. ACPEQ maintains that student assessment is an integral aspect of the education process and that therefore parents have the ultimate right and responsibility to determine the methods and tools to be used.
6. ACPEQ maintains that the state must exercise its interest in the education of children through the least intrusive means.
7. ACPEQ pursues and recommends, within the framework of its philosophy, a policy of constructive interaction in its relations with officials of the Ministry of Education (specifically DEM officials) and school board administrators.
