This is a senior leadership role at the heart of a self-governing Nation overseeing 290 staff, a $70M annual budget, and the day-to-day operations of a full-service First Nations government on the upper Sunshine Coast.

The CAO reports to Executive Council, leads a Senior Management Team of 10 Directors, and drives implementation of the Comprehensive Nation Plan across every department. You'll manage finances, support governance, represent Tla'amin with federal, provincial, and local governments, and help build the kind of organization our Citizens deserve.

We're looking for someone with a decade or more of progressive leadership experience, ideally within an First Nations government context, and the skills to lead in a complex, partially unionized environment. Knowledge of Tla'amin history and culture is an asset and a priority to develop.

Last night the proud papas at the Tla'amin Fish Hatchery released 84,000 hatchery-raised chinook salmon into the wild. Each fish was about 4.5 grams, lovingly reared, clipped and nurtured for 10 months in the sweet tannin-laden waters from Sliammon Lake.

The chinook began their journey to the sea at 9 p.m. on a prime high tide maximizing their chances of survival. It’s a perilous life and the five year return rate for hatchery chinook is about 2.5%. We wish the babies well and hope to see them return as healthy adults.

Tla'amin Nation has been named the recipient of the 2026 Rural BC Community Award, presented by the Rural Coordination Centre of BC — one of the most distinguished honours a rural BC community can receive for health care excellence.

Tla'amin Health operates the largest clinic in the qathet region, serving all Indigenous people in the area. The clinic offers primary, dental, mental health, chronic disease, harm reduction, palliative, and prenatal care — with visiting specialists in neurology, pediatrics, and geriatrics seeing patients on-site, eliminating a significant travel barrier.

"I don't think we always realize how lucky we are to have so many services available to our community so close to home, and delivered by our people," said Hegus John Hackett. "On any given day, our people have access to culturally safe and caring dental, mental health, and primary care. That is something worth celebrating."

“Carmen represents the best of Tla'amin's emerging leadership,” said hegus John Hackett of the appointment. "She has demonstrated the kind of leadership, dedication, and community relationships that this role demands. She has earned the trust of her colleagues and of our citizens, and I have every confidence she will bring that same commitment to her work as COO. I look forward to what we will build together.”

Carmen brings six years of hands-on experience serving Tlaʼamin Nation in roles of progressive leadership responsibility, most recently as Director of Public Works & Capital Infrastructure, where she grew the department to a team of 40 and led major capital projects across the community.

Her background spans civil engineering technology, project management, and operations, with a track record of advancing complex, multi-million-dollar initiatives while maintaining strong relationships across departments and with the Tla’amin community.

In her new role, Carmen will oversee a portfolio including Lands and Resources, Public Works & Capital Infrastructure, Housing, Fire and Emergency Management, and Building Inspection.

Tla’amin Nation is seeking proposals from qualified fishers to harvest the Nation’s 2026 domestic sockeye allocation. This is an opportunity to work directly with Tla’amin on a food fish harvest that supports our food sovereignty and creates employment for Tla’amin Citizens.

𝗪𝗵𝗮𝘁 𝘄𝗲’𝗿𝗲 𝗹𝗼𝗼𝗸𝗶𝗻𝗴 𝗳𝗼𝗿
Qualified fishers must hold a valid DFO Commercial Fisher Identification Number and be prepared to provide a Tla’amin Citizen with a paid employment role as part of the engagement. Proposals should include vessel details, skipper experience, a proposed price per pound or flat harvesting rate, and two to three references from comparable contracts.

Proposals will be evaluated on qualifications and experience (20%), project approach and timeline (20%), and budget (55%), with the remainder weighted on proposal completeness.

Responsibilities include organizing housing documentation, maintaining privacy, coordinating home inspections and engaging with tenants and contractors, requiring problem solving skills and the ability to manage sensitive information.

Qualifications:
Training, Education, Experience

1. Minimum of Grade 12 education, with additional courses or training in housing management or administration preferred.

2. Experience in housing or rental management, client service, or related field.

3. An equivalent combination of education and experience will be considered.
