Since 1989, CAPG has worked diligently to achieve the highest standards as the national voice of civilian oversight of municipal police. We have grown to represent 75% of municipal police services throughout Canada. The CAPG exists to serve its members and

collaborate with other police services sector stakeholders across the nation, including police leaders, police sector associations, provincial, federal and municipal governments and their departments, police learning organizations, and business partners.

Salim Fakirani – Chair of the Ottawa Police Service Board

Salim is the Chair of the Ottawa Police Service Board, bringing extensive leadership and governance experience to his role. As a lawyer in the federal government with a background in human rights and international affairs, Salim has advised on the legalization of non-medical cannabis in Canada; supported the offices of the Associate and Deputy Ministers of Justice on complex and sensitive legal matters in the areas of criminal, public law, Indigenous and litigation; and has provided strategic advice on justice and security sector reform in fragile states.

Salim received a B.A. (Honours) in Political Science/International Trade from the University of Waterloo, LL.B. from the University of Ottawa, and an M.A. in International Affairs from the Norman Paterson School of International Affairs, Carleton University. He is a member of the Law Society of Ontario and was awarded the King Charles III Coronation Medal in 2025.

CAPG’s 37th Annual Conference Speaker Bio Series:

Andrew Minor - Manitoba Police Commission - CAPG Board of Directors

Andrew is from Winnipeg, Manitoba where he graduated from the University of Manitoba in 1986 with a Bachelor of Arts (Economics). After graduation, Andrew joined and served in the RCMP in British Columbia, Northwest Territories, Manitoba, Nunavut and Ottawa, retiring in 2013, at the rank of Inspector.

In June 2013, Andrew was appointed Executive Director of the Manitoba Police Commission (MPC) where he was at the forefront of implementing police board governance in Manitoba and the establishment of the MPC Civilian Monitor Program designed to monitor mandated Independent Investigation Unit investigations into incidents of police involved deaths.

Andrew continues to train, provide policy advice and problem to all 11 municipal and First Nations police boards in Manitoba, and in June 2020 was named Commissioner of Manitoba's Law Enforcement Review Agency, in addition to his duties at MPC.

In addition to his experience in policing, police governance and police oversight, Andrew has experience in strategic management, business process management, and change management. Andrew completed a post baccalaureate diploma in Management from Athabasca University in 2013.

CAPG’s 37th Annual Conference Speaker Bio Series:

Asif Rashid currently serves as the Deputy Chief of the Bureau of Investigative Support with the Calgary Police Service (CPS), where he brings over two decades of progressive leadership and operational experience. Since joining the CPS in 2001, he has held a variety of key roles, including District Commander, Duty Officer in the Real Time Operations Centre, and Superintendent of the Strategic Planning and Partnerships Division.

Deputy Chief Rashid was the operational lead behind the CPS’s commitment to anti-racism and community-centered policing. He has led transformative initiatives such as the crisis response transformation strategy, which partners police with community based multi-sectoral organizations to better support individuals experiencing mental health or addictions-related crises. His leadership in this area reflects a broader philosophy of connecting the right resources to the right people at the right time.

Born to refugee parents in the United Kingdom and later immigrating to Canada, Deputy Chief Rashid holds an Honours undergraduate degree in Sociology and Criminology and a Certificate in Professional Management from the University of Calgary. He is also a graduate of the Senior Management Institute of Police and has earned a certificate in Senior Police Administration. His early career in community corrections and probation laid the foundation for his enduring commitment to public service and community wellbeing.

In addition to his professional responsibilities, Deputy Chief Rashid is actively involved in community service. He currently serves on a number of not-for-profit governance boards and advisory committees, contributing to initiatives that strengthen civic engagement, equity, and public trust in policing.

Deputy Chief Rashid is the recipient of the Queen’s Platinum Jubilee medal as well as the King Charles III Coronation medal.

CAPG’s 37th Annual Conference Speaker Bio Series:

Linda Jackson - Vice Chair - York Regional Police Service Board

Regional Councillor and Deputy Mayor Jackson was appointed to the Police Service Board on December 15, 2022, for the term of Council. At its meeting on January 28, 2026, she was re-elected as the Vice Chair of the Board until November 15, 2026. This is her second term as Vice Chair.

Linda Jackson is the Deputy Mayor of the City of Vaughan. Linda sits on both the City of Vaughan and York Region Council as well as several boards, committees, and task forces. She was recently re-appointed to the Toronto and Region Conservation Authority (TRCA) Executive Committee and Board of Directors.

Linda was first elected to the position of Ward 2 Councillor in a by-election in June of 2002 and then elected as a Local and Regional Councillor in November of 2003. In 2006, she was elected Mayor of Vaughan, and served until November of 2010.

Linda returned to Vaughan Council in November 2018, serving as a Local and Regional Councillor. On October 24, 2022 Linda was re-elected to the City of Vaughan as Deputy Mayor, Local and Regional Councillor.

Deputy Mayor Jackson was appointed to the York Regional Police Services Board on December 15, 2022.

CAPG’s 37th Annual Conference Speaker Bio Series:

Blair Gibbs - Director - The Police Foundation

Blair is a leading policy advisor and consultant with expertise in public policy and government relations. For 20 years he has researched and advised on criminal justice, policing and drugs policy in the UK and more recently, in Canada.

He is the founder of The Policy Works, where he supports a range of clients on policy, strategy and public affairs. He was special advisor to the Prime Minister in the No.10 Policy Unit from July 2019 to October 2020 and before that he was senior advisor to the Justice Secretary from 2015 to 2016. Blair was also principal advisor at the Mayor’s Office for Policing and Crime in London from 2012 until 2015.

His work in North America has involved research on the opioids crisis in Canada, and alcohol and public safety policies for the Stanford Network for Addiction Policy, along with public attitudes research for a variety of clients, and most recently, providing support to the Government of Alberta in Canada to study the impacts of drug policy and to deliver their ‘Recovery Oriented System of Care’ across the province.
