The Scope of Finding New Pathways is the well-being of people who interact with the criminal justice and forensic mental health systems, including justice-involved individuals, system workers and victims. Divert people living with mental illness and substance use disorders from the criminal justice system whenever possible.
Support the mental health of justice-involved individuals at all junctures of the criminal justice and forensic mental health systems.
Provide continuity of care and support post-release.
Support the psychological health and safety of individuals working within the criminal justice and forensic mental health systems.
Address legislative and other system-level changes that are critical for reform.

Issues addressed in Finding New pathways are the over representation of individuals with mental illnesses in the criminal justice system. Also addressing that public safety personnel in law enforcement and the criminal justice system are more susceptible to symptoms of mental disorders. The report wants to emphasizes the well-being of people who interact with the criminal justice and forensic mental health systems, including justice-involved individuals, system workers and victims.
