Green Municipal Fund Helping Canadian communities build a sustainable, resilient and prosperous future. GMF is a program of the Federation of Canadian Municipalities.

Delivered by the Federation of Canadian Municipalities, the Green Municipal Fund (GMF) is a $1.65 billion endowment from the Government of Canada that helps municipalities switch to climate solutions faster. Municipalities influence about half of Canada’s greenhouse gas emissions. For two decades, GMF has worked along-side municipal governments to drive lasting environmental change, improve qualit

y of life for residents, and drive sustainable economic growth in communities across Canada. GMF’s core funding supports plans, feasibility studies and pilot projects in land use, energy transportation, waste and water. We recently launched the following four initiatives to scale up cost-saving energy-efficiency solutions:

1) Community Buildings Retrofit (CBR) supports local governments and not-for-profit organizations in retrofitting public buildings to improve energy performance, lower operating and maintenance costs, and transition to cleaner energy solutions over time.

2) Community Efficiency Financing (CEF) helps municipalities deliver energy financing programs for low-rise residential properties. Property Assessed Clean Energy (PACE), utility on-bill financing and third-party lending partnerships are examples of financing models used by municipalities delivering residential energy programming.

3) Sustainable Affordable Housing (SAH) supports local affordable housing providers – including municipal, not-for-profit organizations and housing co-ops – to retrofit existing units or build new units that emit lower GHG emissions.

4) The Low Carbon Cities Canada (LC3) network is a partnership with seven of Canada’s largest cities to support municipalities as they reach their carbon emissions reduction potential while improving public health, creating jobs and building resilient communities. On Friday, we celebrated the completion of significant improvements at Wilson Park and ongoing progress of the transformative Reimagined Adie Knox Herman Recreation Complex project in Windsor, Ontario. Through the Local Leadership for Climate Adaptation (LLCA) initiative, GMF and the Government of Canada supported drainage and climate resilience components of this project with a $776,000 investment.

Site improvements will enhance stormwater management, with better drainage to help reduce runoff and lower the risk of sewer overflows, making the site more resilient during extreme weather events for years to come.

With support from the Government of Canada, FCM’s Green Municipal Fund helps communities protect homes, public buildings and local infrastructure from extreme weather.

GMF’s Local Leadership for Climate Adaptation (LLCA) Initiative delivered federal funding to transform four asphalt schoolyards into climate-resilient spaces. By turning hard surfaces into natural sponges, the project will reduce heat in the schoolyards and classrooms, improve water management and relieve pressure on municipal waterways to reduce flood risks.

With support from the Government of Canada, we’re proud to invest $34.2 million in 141 community climate adaptation projects across Canada through GMF’s Local Leadership for Climate Adaptation (LLCA) initiative.

These projects will help municipalities strengthen and protect communities from extreme weather. This helps keep residents safe and reduces costs for municipalities as for every dollar spent on climate adaptation saves up to fifteen further down the road.

Launched in 2024, this $530-million initiative funded through the Government of Canada’s Adaptation Action Plan and National Adaptation Strategy, is helping local governments advance long-term adaptation efforts—supporting readiness, reducing risks, and building a climate-resilient future for Canadians.
