Lac Ste Anne County will be hosting an open house on the Darwell lagoon expansion project on May 7th from 7 to 9 pm at the county office. Be sure to attend and invite your neighbours to as well.

61 km and 26 million dollars.

These two numbers tell a story. A story of waste. A story of a totally unnecessary project. That’s the size and cost of the Darwell lagoon phase B project. This 26 million dollar project will take treated effluent from the Darwell lagoon to the northern end of Lac Ste Anne County near the Pembina River to the NE lagoon. 26 million of initial cost to move effluent from one pond to another. That would be like sweeping your kitchen floor only to dump the dirt on your bedroom rug. A line that has one single purpose that may get used once every 3 to 5 years. This is not about preparing for future growth. It’s about creating a solution for a problem that doesn’t exist.

Contact your councillors today and ask them to host proper open houses on this topic to show us as taxpayers why this project is necessary.

Let’s not repeat the mistakes of the past, we need transparency, we need to see the plan.

Many of you will remember one of the major issues of last October’s municipal election campaign locally, was the discussion surrounding the Darwell lagoon expansion project. At the time many ratepayers, including candidates in that election, had many concerns and questions about the project, its cost, the process and the planning encompassing the venture and its many phases. We at LSARA want to take a moment to let you know that the current council has decided to continue moving ahead with the planned expansion. They have voted in favour in a 6 to 1 vote to pass first reading on a $1.6 million dollar borrowing bylaw required to fund the Darwell phase B Part 2 expansion scheme. The vote took place this past Thursday, March 26th 2026 during a regular council meeting. While many unanswered questions remain council has decided to move ahead anyway. LSARA has a great many concerns and questions regarding this issue and will continue to try on your behalf to get answers to them. Especially, when we stop to consider that other municipalities will greatly benefit by this project yet will take on none of the financial risk associated with it. We would respectfully ask council to reconsider approving the borrowing bylaw.

What can you do?

Contact your councillor and ask them for two things. One, to delay any further votes on this matter until such time as ratepayers can fully understand this project. And two, that public open houses be hosted where we can see the project on display with all stakeholders present.

If the last few years have taught us anything it’s that municipalities have a terrible track record when it comes to water and sewer projects. Let’s not repeat the mistakes of places like Ma-me-o Beach, or even Calgary for that matter here in Lac Ste Anne County.

It is absolutely worth a listen at least until the question component of the broadcast to understand this proposed change to the MGA ( Municipal Government Act) . Municipalities along with Ratepayers have long sought appropriate Code of Conduct for Council with additional legislation governing certain aspects of CAO’s.

Minister of Municipal Affairs Dan Williams will announce proposed changes to strengthen standards of conduct for municipal officials.

Happy New Year to all of our members and followers. LSARA is hosting our AGM at Gunn Hall on January 18th at 6:30 PM. We will do a review of the areas that we have been working on and let you know where we still have areas of concerns. A quick review of the bylaws so they can be filled with the AGM information. Last but not least, we will be hosting the elections for the Executive and the Directors. President, Vice President, Secretary, Treasurer and a few directors. Would really like someone to take care of membership. Template is set up so not a difficult task! Memberships are due for the 2026 year. $20 for a family in the same household or $10 per person. These funds are utilized for renting halls, board rooms, conducting searches etc. We funded the forums that were held in Sangudo and Onoway for the latest LSAC election. LSARA has not collected any memberships for a few years so your support for the non profit Society is important. Hope to see you there! Bring your family, your friends and your neighbors.
