Important Update: OPSEU Initiates Strike

Central West Specialized Developmental Services (CWSDS) is working to minimize the impact of a strike initiated by members of OPSEU, which represents the majority of our frontline staff.

CWSDS and OPSEU were unable to reach a resolution to contract negotiations during mediation on Wednesday, Nov. 19, 2025. Unexpectedly and without prior notice, OPSEU initiated strike action at the end of the day, and union members have left the workplace.

While CWSDS remains committed to working in good faith with OPSEU to reach a collective agreement, our top priority is the safety and well-being of the people we support. Our immediate focus is on contingency planning and maintaining core operations during this labour disruption.

Those currently receiving 24/7 supportive living services at our central location (53 Bond Street, Oakville) will remain on site. We are also working on additional contingency plans that will impact community programs we offer with health care partners. Further details on these service impacts will be released as plans are finalized. We recognize these changes are disruptive and stressful for families and the people we serve, but they are unavoidable given the impact of the OPSEU strike on staffing.

We want to clarify that CWSDS is not locking out staff. Any assertions to the contrary are false and create unnecessary uncertainty. OPSEU members on our team who wish to continue reporting for duty and providing care in accordance with our code of conduct and values are encouraged to do so.

CWSDS believes strongly that our all of our team members feel valued and are competitively compensated for the exceptional care and support they provide. As a not-for-profit agency that receives the majority of its operating budget through annual funding provided by Ontario’s government, we must do our best for our team with the funding we receive. Despite funding constraints, CWSDS is among the highest-paying specialized developmental service agencies in Ontario.

During negotiations with OPSEU, we offered what we considered a meaningful wage increase of over 6.5 per cent on average over the term of the agreement. Factoring in an additional $3-per-hour adjustment, the deal we offered would have provided a combined increase of 18 to 20 per cent for most employees. However, OPSEU refused to accept a deal that extended to March 2027 and opted instead to strike.

We will do everything in our power to limit disruptions caused by the strike. We have reminded staff and OPSEU that any activity that appears intended to cause harm to families and the people we serve will not be tolerated. Actions that impede access to or exit from our property are unlawful. If necessary, we are prepared to call police to hold those responsible accountable.

Ebenezer joins us as Director of Supportive Living and Community Participation, bringing more than 20 years of leadership experience in the developmental services sector.

With undergraduate and postgraduate degrees, and an advanced leadership certification from the University of Waterloo, Ebenezer is a values-driven leader whose approach is rooted in collaboration, conflict resolution, and community development.

Beyond his professional achievements, he is deeply engaged in his community, including as the President of the Impact Poverty Foundation. He’s passionate about inclusion, traveling, and building strong, supportive teams.
