Nous avons récemment interpellé la nouvelle administration de l'arrondissement au sujet du Centre William-Hingston. Après un bref résumé des démarches que nous avons faites au cours des derniers mois, nous en concluons que le nerf de la guerre est 1) l’argent – le Centre de services scolaires n'a pas le budget pour entretenir son environnement extérieur - et 2) le désistement de la Ville devant ses responsabilités - hormis quelques interventions mineures - en se contentant d'alléguer que les terrains appartiennent au CSSDM et ne sont donc pas de sa juridiction.
Notre groupe citoyen considère au contraire qu’en installant la bibliothèque municipale et la Maison de la culture de Parc-Extension dans les locaux du Centre William-Hingston, la Ville fait de cet endroit un espace citoyen et public. Il lui incombe donc d’assurer l’entretien, la sécurité et, nous insistons, la beauté des accès et des terrains attenants à cet espace fréquenté par les citoyens.
Nous demandons donc :
- le resurfaçage adéquat de l’entièreté de l’esplanade, ou parvis, menant à l’entrée du Centre William-Hingston, de son accès nord jouxtant la piscine municipale jusqu’à son accès sud donnant sur la rue Saint-Roch;
- que soient nettoyés les sites de l’ancienne garderie abandonnée et du stationnement sud longeant la rue Saint-Roch, jonchés de détritus et autres objets hétéroclites;
- que soient retirées ou réparées les clôtures tordues ou brisées de l’accès sud au Centre William-Hingston.
Notre lettre se termine ainsi: "Considérant que vos postes d’élu.e.s qui nous représentent vous confèrent des pouvoirs de décision et d’action, nous demandons à la Ville de prendre ses responsabilités et d’agir concrètement dans ce dossier, indépendamment des soi-disant budgets ou juridictions des uns et des autres."

We recently approached the new borough administration regarding the William-Hingston Centre. After briefly summarizing the steps we have taken over the past months, we conclude that the crux of the issue lies in 1) funding - the School service centre does not have the budget to maintain the outdoor environment, and 2) the City’s withdrawal from its responsibilities - aside from a few minor interventions - contenting itself with claiming that the grounds belong to the CSSDM and therefore fall outside its jurisdiction.
Our citizen group strongly disagrees. By installing the municipal library and the Parc-Extension Maison de la culture within the William-Hingston Centre, the City has made this site a civic and public space. It therefore has a responsibility to ensure the maintenance, safety, and - we emphasize - the aesthetic quality of the access points and surrounding grounds of this space, which is widely used by residents.
We therefore request:
- the proper resurfacing of the entire esplanade, or forecourt, leading to the entrance of the William-Hingston Centre, from its northern access adjacent to the municipal swimming pool to its southern access opening onto Saint-Roch Street;
- cleaning of the sites of the former abandoned daycare and the southern parking area along Saint-Roch Street, which are strewn with litter and various discarded objects;
- the removal or repair of the bent or broken fencing at the southern access to the William-Hingston Centre.
Our letter concludes as follows: "In light of the fact that your positions as elected representatives grant you decision-making and executive powers, we call on the City to assume its responsibilities and to take concrete action in this matter, regardless of the alleged budgetary or jurisdictional constraints invoked by the parties involved."
