Nigerian Government Must Immediately Probe and Sanction Embassy Officials Extorting Citizens in Canada Over Passport Issuance

Nigerians living in Canada continue to face systematic extortion at the Nigerian High Commission in Ottawa when applying for passports.

Many report being forced to pay an illegal fee of around $550 USD on top of the official government fee and the required CAD $50 administrative charge.

This practice is unacceptable and violates the official process.
According to the Nigerian High Commission Ottawa’s own website, all applicants must complete their passport application online via the Nigeria Immigration Service portal and make the main payment through Innovate 1 Services.

The only additional fee payable directly to the Commission is a non-refundable administrative charge of CAD $50, which can be paid via money order. No other charges are authorized.

Despite these clear guidelines, numerous members of the Nigerian community in Canada have been pressured into making extra unofficial payments, often presented as mandatory for processing. Similar complaints of delays, poor service, and financial exploitation have surfaced repeatedly in online forums and media reports over the years.

EKENS FOUNDATION INTERNATIONAL, an independent, self-funded human rights organization based in Montreal, Quebec, was established in 2018 to defend the rights of refugees, asylum seekers, political detainees, victims of torture, and vulnerable individuals.

As its founder, I have dedicated the foundation to providing free legal guidance, humanitarian support, and advocacy for those failed by state systems both in Canada and globally.

Our work includes petitioning international bodies, documenting abuses, and amplifying the voices of those who lack protection.

The Nigerian government should act forthwith: investigate these allegations of extortion, recall staff found to be compromising their duty, and sanction any officials prioritizing personal gain or external interests over protecting Nigerian citizens abroad.

Diplomatic missions exist to serve citizens, not exploit them. Any staff involved in corruption, compromise, or actions that undermine national interest must face full accountability, including potential charges where evidence supports it.
